Duties Description The Local Government Specialist 2 duties in the Division of Local Government Services will include but are not limited to the following:

• Local Government Training Program:
The Local Government Specialist (LGS) 2 oversees staff for the preparation and conduct of training in land use planning, regulation, procedure, and general local governance for New York State County, municipal, regional, and statewide organizations.
• Technical Assistance:
The LGS 2 assists with the fielding of assignments to respond to requests for technical assistance from municipal officials, staff, and the general public, supervising and supporting staff with their responses, and responding directly to local officials, as well.
• Publications & Presentations:
The LGS 2 oversees and participates in the drafting and revision of support materials and publications for training local officials and staff on statutes and techniques, law and regulatory administration pertaining to land use planning and general local governance; and participates in the management and design of the Division's website.
• Intra & Inter-Agency Cooperation:
The LGS 2 maintains and oversees effective working relationships and communication channels for the staff of the Training program and other Division of Local Government programs with other divisions within the Department; among state, regional and local officials; and with municipal membership associations and professional organizations involved in economic development and land use planning and regulation.
• Grant Review & Administration:
The LGS 2 coordinates the review of grant applications by Training staff and administration of them, as needed.

Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Seven years of specialized experience in developing and analyzing policy, developing strategies, and implementing programs dealing with local government issues related to land use and comprehensive planning, service delivery, economic development, or finance at a state or local level.

An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55 B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

55 B/C APPOINTMENT:
This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.
