Duties Description • Serve as Project Manager for Locally Administered Federal Aid Projects and Coordinator for various Federal, State & Local programs. This includes managing the cost, scope and schedule of projects; facilitating project teams in an effort to achieve consensus for key project decisions and ensuring effective communication is occurring with all stakeholders (both internal and external).
• Assists Regional Local Programs Unit by applying construction/engineering knowledge to the review of contract plans/specification/estimates, performing on-site reviews and resolving disputes.
• Preparation of a range of documents and reports using the Microsoft Office Suite of products.
• Performs Highway Data Services functions such as maintaining the LHI, consultation with MO Highway Data Services Group, answers questions from Municipalities regarding Highway Law, performs reference marker layout for Construction and processing functional class changes.
• Performs Regional Rail & Aviation Unit functions such as maintaining crossing inventory, field verification of work and processing of payments.
• Performs Regional CHIPS Program functions such as interacting with various municipal officials, representing the Region at County Highway Superintendents Annual Meetings, resolving issues with reimbursement requests, determining eligibility of work and consultation with Local Programs Bureau on various issues.
• Complete special assignments as assigned by supervisor.
Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:
Promotional: One year of permanent competitive or 55-b/55-c service as a Principal Drafting Technician (General), Principal Drafting Technician (Structural), Principal Engineering Technician, Principal Engineering Technician (Soils), Mapping Technician 3, Mapping Technologist 1, Senior Engineering Materials Analyst, Senior Engineering Materials Chemist, Materials Testing Specialist 1, Engineering Geologist, or Traffic Systems Technician 2.
Open Competitive: High school graduation or equivalent and six years of full-time satisfactory experience in civil engineering or engineering technology related to transportation infrastructure work.
Substitution
30 semester hours of training for a technical institute, community college or college in civil engineering, civil engineering technology, construction technology, engineering, physical or applied sciences on a year-for-year basis, up to four years.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
