Duties Description •Develops and implements appropriate and innovative activities and curriculum implementation that support active treatment skills acquisition in a variety of settings, including but not limited to the classroom, the residence, the community, classroom-without-walls opportunities and so forth.
•Develops and implements active treatment programs in the areas of skills development such as but not limited to vocational, substance abuse and restoration for individuals as it relates to lifestyle improvements, work, and employment.
•Ensures implementation, documentation of and Billing for Day Program Services.
•Ensures compliance with Regulatory and billing requirements and with agency policies and expectations.
•Provides Day to Day supervision of and operation of Day Program site (including daily staffing) along with DSP supervisors.
•Ensures Compliance with Program budget and fiscal management procedures.
•Ensures compliance with various agencies’ regulatory oversight relevant to active treatment training programs (Dept. of Health, OSHA, etc.).
•Have Knowledge of Willow brook reporting/documentation requirements.
•Adheres to the incident reporting and notable event processes.
•The Rehabilitation Counselor 2 will also train staff to the specific tasks to be performed and provide appropriate guidelines; Train and supervise staff in appropriate reactions to emergency or crisis situations.
•Evaluates, Monitors and/or schedule staff training sessions as mandated.
• Participates with other members, in the development of Individuals’ Habilitation plans; Ensures a safe and healthy environment for the individuals we serve; Supports the core mission of the Agency.
•In conjunction with other clinicians and supervisors, the Rehabilitation Specialist 2 will engage in supervision of staff to ensure implementation of Day Habilitation Plans, Behavior Support Plans, and other plans, services, and activities as outlined in the Life Plan.
•Whenever possible, attends and participates in individuals’ Life Plan meetings (annual, semi, special) and various other meetings regarding individuals’ services/programs and team concerns.
•As specified by regulations, facility standards and policies, does the following:
oCompletes evaluations and written assessments with accurate findings, strengths, needs, objectives, and recommendations for addressing identified needs.
oDevelops and implements program goals, revising as needed.
oModels correct implementation of program goals.
oCollects, monitors, analyzes, and summarizes data – writing monthly and quarterly notes.
•Prepares and submits a wide variety of administrative reports including but not limited to: incident reports, Business Office, and Human Resources Office policy and procedures, OGS/Vehicle Maintenance, Staff services requirements.
•Works as a member of the interdisciplinary treatment team.
•The incumbent will supervise some other specialists who are involved in various functions at the Day Program which are all geared towards the care, treatment, and habilitation services of the Individuals we serve at the E 59th Street Day Habilitation Program.
•The incumbent will oversee the financial operations of the Day Program and liaise with the Revenue Support unit in all affairs concerning Individuals in our Day Program.
•In addition, serves as liaison with the Residences, Care Coordinators, DDRO, and other arms of our operations.

Minimum Qualifications PROMOTION:
One year of permanent service as a Rehabilitation Counselor 1 AND a qualifying bachelor's or higher degree*.
*Qualifying degrees are: Applied Psychology, Art Therapy, Audiology, Clinical Mental Health, Clinical Mental Health Counseling, Clinical Psychology, Communication Disorders, Community and Human Services, Community Mental Health Counseling, Counseling, Counseling and Community Psychology, Counseling Education, Creative Art Therapy, Education, Experimental Psychology, Expressive Art Therapy, Forensic Mental Health, Forensic Psychology, Gerontology, Health Administration, Health and Human Services, Human Development, Human Services, Mental Health Counseling, Marriage and Family Therapy, Music Therapy, Occupational Therapy, Physical Therapy, Psychology, Psychoanalysis, Recreation Therapy, Rehabilitation Counseling, Social Welfare, Social Work, Special Education, Speech Communication, Speech/Language Pathology, or Vocational Rehabilitation Counseling.
OPEN COMPETITIVE QUALIFICATIONS:
A bachelor’s degree in a human service field and three years of professional experience providing vocational, psychosocial, or rehabilitative/habilitative services in an agency primarily serving individuals diagnosed with developmental disabilities, mental illness, or addictions.
Substitution:
A master's degree in a related field can substitute for one year of specialized experience.
Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 19 ($68,523) and Downstate adjustment ($3,400). Downstate adjustment is added to the job rate ($87,032).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
