The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of a Project Management or Program Lead, the Project Manager 2 (SG 23) will be assigned to Dedicated Support/HCR/HCR. The incumbent will work to complete project deliverables on various assigned projects within a Project Portfolio or Program Area. Project Managers perform tasks across all ten project management knowledge areas -- project integration, scope, time, cost, quality, human resources, communications, procurement, risk, and stakeholder management. The PM2 will liaise with various organizational verticals across ITS and Client Agencies to ensure project scope and business needs, schedule and budgets are developed and executed.
Duties include, but are not limited to, the following:
- Manage small to medium sized projects throughout the project management lifecycle including QA; risk/issue management; project scoping, project budget and project reporting.
- Research and manage resource alternatives and potential solutions to meet ITS and Client Agency Business needs.
- Develop detailed project scope statements, and document project requirements for complex large projects by eliciting project goals, information needs, and relative project priorities from end users, subject experts, and others.
- Develop project schedules using project schedule software, identify milestones, dependencies, and critical paths, and identify alternatives for accommodating resource conflicts and/or compressing schedules, if required, and any risks associated with those alternatives.
- Coordinate and facilitate meetings with the project sponsor and relevant representatives and all stakeholders to review project proposal, goals, and intended deliverables.
- Develop project communication plans, compile detailed project reports, and communicate project status to stakeholders.
- Record quality metrics concerning the project and product performance; compiles project reports and communicates project status.
- Interact with stakeholders and coordinates the activities of the project team to ensure that the project objectives are met.
- Lead or facilitate project meetings; designs, develop and/or refine standard templates to support project management.
- Plan and conduct project analysis sessions, such as project close-outs and Joint Application Design (JAD) sessions.
- Prepare project portfolio or project inventory reports.
- Organize and maintain a project management library, project tools repository, or a project management website.
- Assist a higher-level Project Manager or program area manager on more complex projects.
- Create and maintain a shared project management artifacts repository.
- Perform a full range of supervisory functions for subordinate staff.
The minimum qualifications required for this vacancy. Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG23, (previously known as Project Manager 1, SG23) OR in a position at the SG21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
NYHELPs Minimum Qualifications:
A bachelor's degree and three years of professional
experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in an Project Manager 1 .

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
