Duties Description The Employment First Data Analyst will be part of an office dedicated to implementing policies and procedures that support the competitive and integrated employment and advancement of people with disabilities in the New York State (NYS) workforce. The framework of Employment First as a national movement will guide the changes that this office brings to NYS. This role requires a strong understanding of disability policy, labor market dynamics, best practices in employment services, and collaboration with the Office of the Chief Disability Officer.

Under the supervision of the Employment First Director, the Employment First Data Analyst will provide data collection, analysis, and synopsis for a variety of projects and identify weaknesses in current reporting mechanisms and data measurements, while making recommendations for improvement. Duties include but are not limited to:

- Assist the Employment First Director in implementing Employment First principles across multiple NYS agencies.
- Collaborate with NYS agency staff to ensure the incorporation of established standards and protocols for enterprise data analysis.
- Respond to internal and external stakeholders regarding Employment First related data.
- Interpret, analyze, and create recommendations for streamlined data collection from state agencies, identifying already existing data related to employment, explore data mining opportunities, assist in creating data agreements between state agencies, create a mechanism to analyze available data, develop a data warehouse or database for employment related data.
- Offer technical assistance and training related to data collection to state agencies.
- Develop and maintain databases and build dashboards for tracking Employment First information and performance.
- Test for quality assurance on established data mining processes and document any deficiencies and findings.
- Prepare Employment First material for projects, proposals, and presentations including tables, graphs, and data sheets.
- Use and assess existing data structures to ensure that the analytic needs of the Employment First office are met.
- Collect and process data utilizing published and unpublished materials and sources.
- Develop and maintain queries/scripts to extract and manipulate data for analysis.
- Represent the Office of the Chief Disability Officer in advocacy efforts to promote inclusive employment policies at the state level particularly related to data collection and analysis.
- Attend meetings with internal stakeholders and external stakeholders as needed.
- Represent Employment First issues at state and local events as needed.
- Additional duties as requested.

Minimum Qualifications Preferred Qualifications: A bachelor’s degree and four years of experience in data visualization, statistical models, and using data mining tools. A master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

- Experience in the field of disability services or employment/vocational rehabilitation. Work or volunteer experience in the field of services related to employment for people with disabilities, vocational rehabilitation, or disability policy review or creation OR experience working with diverse populations including people with disabilities or analyzing labor market trends.
- Familiarity with Employment First principles and employment supports delivered by NYS agencies.
- Experience in SQL querying and scripting languages (Python, R, etc.).
- Proficient in data visualization tools (e.g., Tableau, Power BI).
- Experience with complex datasets, including both structured and unstructured data.
- Excellent communication, interpersonal, and collaboration skills.
- Strong problem solving and analytical skills to identify and solve data-driven problems.
- Ability to work independently and as part of a team including working collaboratively on multiple projects simultaneously.
