Duties Description This position will work in the Division of Operations’ Bureau of Maintenance & Technical Services on a variety of projects relating to aquaculture, fish hatcheries, and water development/supply. This will include the analysis, planning, design, inspection, and preparation of reports, contract documents, estimates, and supervision of construction. Duties include but are not limited to:

Performing civil engineering design with a focus on fisheries related infrastructure applications, including hatcheries, upstream and downstream fish passage, water supply, fish collection/rearing structures, well and surface water development and treatment. The incumbent must work collaboratively with fish culturists to ensure hatchery designs promote the growth, health and wellness of the species raised.

Field investigations and the ability to independently obtain all information required to complete project designs including, surveying, testing, structural and safety analysis. Analysis and design in areas relating to aquaculture, hydrologic, hydraulic, water supply, sanitary, structural, mechanical and soils engineering, with extensive use of ACAD and engineering software. The incumbent may also be responsible for review of projects for compliance with applicable codes including the NYS Building Code. Prepare design reports and technical documents to obtain regulatory approval. Cost analysis and preparation of project estimates and schedules. The preparation of contract documents for public bidding, bid review and award recommendation. Provide construction assistance, submittal review and interpretation of plans & specifications. Must be capable of providing clear, understandable, verbal and written direction to office and field staff. May be required to review reports and manage design work prepared by consulting engineers.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.



At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.



Minimum qualifications:



A New York State Professional Engineer's license and current registration?AND?a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.



Candidates may also be appointed via the following:



Reassignment - Currently in the title and an employee of DEC

or

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

or

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and eligible to transfer in accordance with Civil Service law.

or

55b/c Eligible – Candidates must meet the minimum qualifications above and include with their resume or application, a copy of the letter from the Department of Civil Service which indicates their approval for the 55 b/c program

Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer or are applying under the NY HELPS or 55 b/c programs cannot be considered.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Travel may be required.

*The starting salary for this position is $95,639. This amount is comprised of the base salary of $88,639 with an additional geographic pay differential of $7,000, specific to this title and location.

The job rate for this position is $118,897. This amount is comprised of the base salary of $111,897 with an additional geographic pay differential of $7,000, specific to this title and location.
