Duties Description The Training Specialist 1 is responsible for developing and delivering trainings to agency staff; identifying specific training needs by reviewing agency programs and by discussing staff and program requirements with program managers; developing training programs to meet identified needs by researching course content, determining the appropriate method of presentation and creating training materials; replying to questions from course attendees regarding material presented; evaluating trainings through the use of questionnaires and incorporating necessary revisions as appropriate, review of work reports or supervisory evaluation; disseminating training announcements and information concerning educational opportunities.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held title as indicated under the transfer eligible section on a permanent competitive basis
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:
Eligible for transfer under Section 52.6: Must have current or prior service in a title designated at 52.6 within two salary grades of this position. Determination of titles that are 52.6 eligible can be found on the Department of Civil Service website, search "GOT-IT"
or
Transfer eligible under Section 70.1 - permanent competitive service as a Training Specialist 1 or Training Specialist 2 Mental Hygiene.
or
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications - see below.
Open competitive (provided for 55b/c candidates and 70.4 transfer eligibles): Bachelor's degree.
55-b/55-c Candidates must meet the open competitive minimum qualifications above and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
NYHELPS Min Quals:
Training Specialist Trainee 1: A bachelor’s degree; Training Specialist Trainee 2: A bachelor's degree and one year of professional experience*; Training Specialist 1: bachelor's degree and two years of professional experience*
NOTE:*Professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency’s mission.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Overtime may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
