Duties Description Examines and Readies Withdrawal Cases, including Non-Member Withdrawal requests.
• The ERSE 2 must be able to apply a great deal of knowledge of the Retirement and Social Security Laws (RSSLs), Retirement System policies and Unit procedures in order to make accurate determinations in regard to voluntary and involuntary terminations of memberships for all tiers of both the Employees Retirement System and the Police and Fire Retirement Systems.
• The ERSE 2 must be able to accurately apply knowledge of the Internal Revenue Code to casework to ensure that all transactions are in compliance.
• Examine and review Withdrawal Application to ensure it has been completed fully and accurately by the member and financial institution, if applicable. Compare the member’s signature on the Withdrawal Application to the signatures already on-hand in the member’s electronic folder, to verify its authenticity.
• Enter data accurately into PeopleSoft and place case in ready for review status.
• Completes any corrections returned by reviewer and re-readies the case.
• When reviewing Withdrawal Cases, ensures that data entered into the PeopleSoft system is accurate and ensures that member is eligible for withdrawal.
• Must be able to understand and apply the federal tax rules pertaining to rollovers and how the presence of a loan will affect the taxability and calculation of a withdrawal payment.

Readies and reviews full and partial Erroneous Registration
• Perform a review of membership records and FileNet to identify the reason for the erroneous refund and verify if the membership is fully or partially erroneous; determines if a loan and/or paid service credit sub-accounts are present which must be factored into refund calculation.
• Research membership folder in FileNet and the data already in PeopleSoft to ensure all additional information needed to be requested from employers, Civil Service or other public retirement systems has been received and that the refund is being processed using this information.
• Review salary and service certification that were received.
• Review and Interpret member payrolls submitted by employers.
• Review examiner’s calculations used to determine what contributions that members are required to keep on deposit for required contributions.
• Reviews the calculations of erroneous contribution refunds due to members; ensures that TEFRA and Citizenship letter was sent to member, when necessary.
• Review calculations of contributions on account for accuracy prior to refund.
• Verifies the refund amount, if any that may be subject to taxability. When required information is received, ensures that the calculations of the refundable amount of members’ erroneous contributions, including interest and any taxable portions, are correct.
• Update PeopleSoft and generate disbursements and correspondence to members.
• Returns any error(s) found to examiner for correction.
• Participates in the training of new staff in the processing of cases.

Process Manual Service Determinations to Determine Vesting Status
• The ERSE 2 must apply knowledge of the Retirement and Social Security Laws that pertain to both service crediting and vesting requirements of memberships for all tiers in the Employees Retirement System (ERS) and Police and Fire Retirement System (PFRS).
• Manually review membership records to determine the vesting status for members scheduled to terminate for inactivity, when the member is also close to being vested or may still have the option to vest (service credit is between 4.90 and 5.10 years or 9.75 and 10.25 years).
• Send correspondence to members notifying them of their option to either vest or withdraw from membership.
• Notify members in writing if they are not eligible to withdraw due to vested status (10 or more years of credit).
• Verify Source Data for members by using NYSLRS Portal.

Process supporting Demographic Cases, Miscellaneous Cases, Perform Mail Duty and Respond to Telephone Calls and Daily Call Slips
• Process requests to update/change member demographics including first, middle and last names, addresses, payroll information, date worked (last dates worked) through various NYSLRS Portal pages and cases.
• Respond to telephone inquiries from members, employers and financial institutions.
• Sort and distribute Unit’s incoming mail and returned mail. Returned mail should be organized and better addresses searched for using the Accurint database for re-mailing purposes.

Non-Competitive Qualifications for appointment under the NYHELPS Program:
Two years of experience performing at least one of the following tasks: reconciling accounts, calculating payments, collecting and analyzing statistics and information, or explaining policy or benefit information to the public.

OR

An associate degree (or higher) can be substituted for two years of the required specialized experience.

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

70.1 Transfer:
For 70.1 transfer to Employees’ Retirement System Examiner 2, SG-12, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-10 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Employees’ Retirement System Examiner 1 (full journey level, SG-9).

NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

(5) Skilled in arithmetic reasoning and able to perform complex calculations.
(6) Ability to communicate effectively in writing and orally as required for the position.

(7) Ability to successfully use software required by the position, including Office 365, Microsoft Teams/Word/Excel, MEBEL, PeopleSoft Portal, Payserv/PSQuery, FileNet and bulletin boards.
(8) Ability to use common office equipment, including laptops, photocopiers, scanners, calculators, etc.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks.
