Duties Description Reporting to the Information Technology Specialist 3 (Information Security) Infrastructure Security Specialist of the Securities Operations Unit, the requested Information Technology Specialist 2 position will serve as a Security Operations Analyst, essential for real-time monitoring and incident response to security threats. This role focuses on identifying, analyzing, and escalating potential security events quickly to mitigate risks. The position requires foundational knowledge in threat detection, monitoring tools, and incident triage. The incumbent will be responsible for monitoring security systems, interpreting alerts, and responding to incidents, ensuring a rapid and effective response to emerging threats. By maintaining continuous vigilance and responding promptly to incidents, this position significantly strengthens the agency's overall security posture and resilience against cyber threats. Specific duties include, but are not limited to, the following:

• Conduct regular vulnerability assessments and scans to identify security weaknesses in accordance with NIST and CIS standards and benchmarks.
• Analyze and prioritize vulnerabilities based on risk and impact to the organization.
• Collaborate with IT in developing mechanisms and procedures to ensure timely remediations of identified vulnerabilities.
• Develop and adhere to implementation of patch management schedules to ensure safeguard of IT systems, ensuring resiliency and protection of critical infrastructure services.
• Utilize vulnerability management tools such as CrowdStrike, Tenable (Nessus), and Intune.
• Monitor security alerts using the suite of SIEM systems and applications that the SecOps and ISO teams possess to ensure proper protection of information assets.
• Develop and maintain auditing procedures to ensure compliance with security policies and regulatory requirements.
• Monitor information security trends, tools, and techniques with regular communication to various teams throughout the IT bureau.
• Work with other teams throughout IT bureau to ensure patch management lifecycle, including planning, testing, development, and validation of patches for systems and applications.
• Prepare detailed incident reports and analyses for any security vulnerabilities that may be exploited.
• Perform other duties as assigned.

Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:
• A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science;
OR
• A bachelor's or higher-level degree in any field and one year of experience in information technology;
OR
• 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology;
OR
• Two years of professional experience in information technology.

Competitive Minimum Qualifications:
• You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law.

PREFERRED QUALIFICATIONS:
• 2+ years of experience in IT audit, network operations, enterprise risk management, penetration tester, red team/incident responder, or as a junior security operations analyst.
• 2+ years of experience with regulatory compliance and information security management frameworks (such as NIST or CIS)
• Bachelor’s degree in computer science, information security, cybersecurity or a related field
• Industry certifications related to the cybersecurity field such as Certified Information Systems Security Professional (CISSP), Certified Information Systems Auditor (CISA), Certified Information Security Manager (CISM) or CompTIA Security +
