Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Assistant Deputy Commissioner of Technology within the Office of Information Technology Services, Dedicated Support for New York State Higher Education Services Corporation in Albany, the Project Coordinator (Enterprise Architect 2), SG-NS, will be responsible for designing and overseeing the implementation of technical solutions that meet business needs while adhering to all policies and standards. The position will collaborate with cross-functional teams to analyze requirements, architect solutions, and ensure successful delivery. Duties include, but are not limited to, the following:
· Design end-to-end technical solutions that address business requirements and align with architecture principles and standards. Develop solution architectures, technical specifications, and system designs.
· Provide technical leadership and guidance to project teams throughout the solution development lifecycle. Collaborate with architects, developers, and other stakeholders to ensure alignment with architectural best practices.
· Work closely with user experience, business analysts, and business stakeholders to gather and analyze requirements. Translate business requirements into technical solutions, considering factors such as scalability, performance, security, and usability.
· Assist with the creation and presentation of technical proposals for opportunities to provide technical solutions to dedicated agency.
· Evaluate new and emerging technologies to determine their suitability for inclusion in a technical solutions catalog. Conduct proof-of-concept evaluations and provide recommendations for technology adoption.
· Identify technical risks and develop mitigation strategies to address them. Ensure that solutions adhere to security, compliance, and regulatory requirements.
· Engage with stakeholders at all levels to communicate technical solutions, gather feedback, and address concerns. Present technical proposals and recommendations to executive leadership and other key stakeholders.
· Collaborate with development teams to ensure that technical solutions are implemented according to design specifications. Provide technical oversight and support during the implementation phase.
· Drive continuous improvement in solution architecture processes and practices. Identify opportunities to streamline processes, improve efficiency, and enhance solution quality.
· Perform the full range of supervisory duties, if applicable.
· Perform other relevant duties as assigned by supervisor.
Minimum Qualifications - Bachelor's or Master's degree in computer science, engineering, or a related field.
- Nine (9) years of broad information technology experience, demonstrating a comprehensive understanding of various IT disciplines and how they intersect within large-scale organizations and including two (2) years of supervisory-level experience in solution architecture, software development, or a related technical field.
- At least five (5) years of focused experience in solution architecture, software development, or a related technical role.
- Strong technical background with expertise in multiple technology domains, such as cloud computing, microservices architecture, databases, and integration technologies.
- Familiarity with an Enterprise Architecture framework such as TOGAF or similar, with a preference for candidates holding relevant certification.
- Experience with software development methodologies and practices, such as Agile, DevOps, and CI/CD.
- Excellent communication and interpersonal skills, with the ability to effectively communicate complex technical concepts to non-technical stakeholders.
- Strong problem-solving and analytical skills, with the ability to quickly understand and address technical challenges.
- Knowledge of security, compliance, and regulatory requirements relevant to technical solution design.
- Experience working in cross-functional teams and leading technical discussions and decision-making processes.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
