Duties Description The New York State Education Department's (NYSED) Office of Information Technology Services (ITS) is seeking applicants for the position of Information Technology Specialist 2. This position is allocated within the Information Technology Services Office, supporting the ACCES-VR Department of NYSED. Duties of this position will include, but are not limited to, the following:

• Travel to ACCES 80 Wolf Rd, Utica, and Johnstown Offices to provide technical support and installation services
• Respond to Help Desk trouble calls for computer-related problems via phone, remote control, or visit to customer’s desk in person;
• Assist ITS staff to analyze and resolve problems;
• Create work orders via the Jira ticketing system and provide updated inventory data;
• Perform add/change/delete work order requests for software, equipment, new employees, transfers and staff moves, including identifying and copying user data from old to new computer;
• Deliver new equipment and collect old equipment to be reassigned or recycled;
• Move computer equipment for staff and office relocations;
• Perform the unpacking, configuration/setup, and delivery/deployment of new computer equipment, and coordinate with office staff receiving new computers;
• Unpack various types of computer equipment and assemble/configure items for setup and delivery;
• Install and configure software and other upgrades according to NYSED standards from NYSED servers and supplied images;
• Troubleshoot PC, laptop, printer and other hardware (scanner, external drive, etc.) problems;
• Analyze office computer needs; and
• Evaluate new PC related hardware and software, and maintain knowledge to enable effective guidance to users.

Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), itis expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55b/c, candidates must meet ONE the open-competitive minimum qualifications for this position.

The qualifications are:
• a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science; OR
• a bachelor's or higher-level degree in any field and at least one year of the experience in information technology; OR
• a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology; OR• Two years of the experience in information technology.

PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1.

COMPETITIVE

MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Supervising Computer Operator.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocatedSG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current55b/c eligibility letter and one of the following minimum qualifications:
• a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science;
• a bachelor's or higher-level degree in any field and at least one year of the experience in information technology;
• a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology;
• Two years of the experience in information technology.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.

Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $85,138 based on annual performance advances and traineeship advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
