Duties Description This position is located within the Bureau of Benefit Calculations and Disbursment Services, Division of Retirement Services and is responsible for:
• Do required processing of cases for each benefit case
o Applications are registered and related tasks are initiated
o Thoroughly reviews employment history. Missing or incomplete information is noted and requested from employer and/or beneficiary at time of initial review. Follow-up requests are done as required by telephone, email or in writing.
o Mail is processed daily, cases are properly updated, generating appropriate correspondence or follow-up. Errors are corrected by the next business day.
o Applies appropriate Retirement and Social Security Laws and Regulations, Policies and Procedures to all cases.

• Calculates and reviews required cases and calculations. Reviews employment history, requesting information as required.
o Thoroughly reviews employment, or military, history. Missing or incomplete information is noted and requested from employer and/or member at time of initial review. Follow-up requests are done as required by telephone, email or in writing.
o Applies appropriate Retirement and Social Security Laws and Regulations as well as Bureau policies and procedures.
o Calculations are done accurately.
o Cases are calculated and forwarded for review or approval in a timely manner.
o Identifies complicated cases, working with supervisor to ensure timely processing.

• Answer inquiries relative to the calculations of the various benefits. Contact Employers and members and other interested parties for needed information.
o Accurately identifies information discrepancies. Initiates employer contact upon discovery.
o Communication is thorough, clear, concise and courteous, eliminating need for follow-ups.
o Returns calls and emails to beneficiaries, and other interested parties.

Minimum Qualifications One (1) year of experience performing at least one of the following tasks: reconciling accounts, calculating payments, collecting, and analyzing statistics and information, or explaining policy or benefit information to the public. Acceptable experience may include, but is not limited to, experience as law clerk/paralegal in a law firm or court, hospital/physician’s business office representative, health/dental/vision insurance carrier customer service representative. Note: retail cashier/salesclerk experience with the primary function of checking out customers at a register will NOT be considered as qualifying.

OR

An Associate degree or higher or 60 semester credit hour of college-level study.

OR

30 semester credit hours of college-level study and 6 months of the experience described above.

Additional Comments Knowledge, skills, and abilities:

• Has knowledge of laws, rules, regulations, legal opinions, and established written procedures of New York State and Local Retirement Systems.
• Ability to read, understand and interpret regulations, procedural manuals, and other documents used in routine office processing.
• Must be able to prepare, understand and interpret written materials,
• Must skilled in arithmetic reasoning and able to perform high level complex calculation.
• Ability to understand and use common office record keeping and filing systems and processes.
• Ability to communicate effectively in writing and orally.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
