Duties Description Conduct field inspections of housing accommodations throughout the five counties of New York City as well as Rockland, Westchester, Nassau Counties as well as any other counties in New York State that opt-in to the Emergency Tenant Protection Act. These field inspections are conducted to examine and evaluate housing conditions, and to obtain or verify information pertinent to the disposition of applications filed by landlords or tenants under the provisions of various rent control and rent stabilization laws and regulations. Generally, inspections are made to verify whether apartment(s) and buildings are maintained in good habitable conditions or that work performed by an owner has been performed properly and/or that services to the tenants are being maintained. The incumbent will review assigned requests for inspection; perform the inspection in accordance with the request made and prepare written reports of the findings. Inspectors may be required to complete affidavits and or to testify in hearings or depositions regarding their findings.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment to a Rental Housing Inspector 1 you must have either:
Two years of full-time experience in any combination of building construction or *building maintenance of multi-dwellings OR conducting building inspections.
*Building maintenance is defined as: conducting regular inspections of buildings to identify areas that need attention AND then performing the tasks to fix or repair problems; or performing preventive maintenance operations. Multi-dwellings are defined as: dwellings which are either rented, leased, let or hired out, to be occupied, or are occupied as the residence or home of THREE or more families living independently of each other.
OR
Successful completion of an accredited certificate program in building trades, completion of an apprenticeship program in the construction field, or 60 semester credit hours of college-level study in construction or building trades technology can substitute for up to one year of specialized experience.
