Duties Description The incumbent will serve as Unit Manager for the Systems Maintenance and Data Quality Unit within the Permit Information Management Section in the Division of Environmental Permits. They will oversee the successful day-to-day maintenance of the 10+ software applications that are integral to the permitting process. More specific duties will include:
•Managing the DEP “Help Desk” email to provide timely and courteous responses to staff questions and issues with software and permitting business processes.’
•Managing the daily quality control process for records being entered and updated by staff in the regions to our shared agency systems.
•Providing software training and guidance to permitting staff to ensure that systems are used efficiently, effectively and that data quality standards are maintained.
•Overseeing the timely publication of the weekly Environmental Notices Bulletin and the twice weekly executive reporting.
•Developing efficient business processes, workflows, and documentation for business processes.
•Developing requirements for new software solutions, testing new solutions, and managing bug fixes and enhancement requests for software applications.
•Supervising junior staff
Minimum Qualifications For Provisional Appointment:
One year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1 or a Business Systems Analyst 1 (Health).
For Permanent Appointment:
Reassignment - Currently in the title and an employee of DEC
Or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
Or
Transfer Eligible – One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law.
Or
Eligible for Transfer Under Section 52.6 – Must have current or prior status in a title designated as 52.6 and within two salary grades of the position.
For Non-Competitive Promotion:
If there are no more than three individuals interested from among the interested qualified applicants, it may be possible to make a permanent appointment via non-competitive promotion.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
