Duties Description The incumbent will report to the Office of Emergency Management’s (OEM) State Watch Center (SWC) Section. Duties include, but are not limited to:

• Perform the full range of supervisory duties including; process timecards, approve leave requests, conduct interviews of potential new hires, and complete performance evaluations for assigned staff assigned.
• Supervise Watch Center Staff in the discharge of their duties to promote individual and team development including; maintain situational awareness, manage, and compile information from various sources, and disseminate information in a concise and professional manner to decision makers.
•Work in a time-sensitive environment to rapidly assess emerging incidents and manage a team consisting of Watch Center Staff that must vet information to accurately brief agency executives.
• Develop and regularly conduct training for assigned staff assigned and work with other sections in the Division of Homeland Security and Emergency Services/OEM to ensure staff complete their initial and annual trainings.
• Interact with local, state, and federal government agencies and officials at all levels via telephone, email, and in person.
• Review and approve planned and unplanned reports for thoroughness and compliance with recognized standards prior to dissemination.
• Maintain proficiency, conduct regular tests and schedule maintenance for multiple types of technology and communications equipment including computer hardware and software, two-way radio and satellite communications equipment, and numerous commercial and customized software programs.
• Maintain a regular, timely, and accurate flow of information with other supervisors, management, and executive staff as necessary.
• Maintain necessary supply cache’s and exercise and prepare equipment needed to operate redundant capabilities at off-site locations.
• Assist with the development and maintenance of policies and procedures for the New York SWC.
• Perform other duties as required.
• Travel may be required, up to 10%.

This is a 365-day, 24/7 operation. Shifts will be assigned as follows:
• Day Shift from 6:00am to 2:00pm
• Evening Shift from 2:00pm to 10:00pm
• Night Shift from 10:00pm to 6:00am

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Six years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.

Substitutions with a degree in a related field** as listed below:
• An associate's degree in a related field can substitute for two years of specialized experience;
• A bachelor’s in a related field degree can substitute for four years of experience;
• A master’s degree in a related field can substitute for five years of experience;
• A doctorate in a related field can substitute for six years of experience.

OR

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
