Duties Description Under the direction of the Transportation Maintenance Engineer 1, as well as the Eastern Region Canal Engineer, the incumbent of this position will be required to provide engineering support for the operation and maintenance of the Eastern Canals System, with primary focus on Utica and Fonda Sections. The duties of the position include, but are not limited to, the following:

Maintenance Support

• Assist section staff to ensure that maintenance activities are properly carried out according to Canal policy and procedures, along with other regulatory agencies’ requirements.

• Review and evaluate design and construction documents from project development through project completion.

• Perform engineering duties related to new construction, rehabilitation, or long-term maintenance projects, including preparing plans, specifications, and/or calculations.

• Provide technical advice to engineers, legal staff, consultants, contract management, and budget representatives on the financial, structural, or construction requirements of projects.

• Respond to local municipalities and adjacent property owners' requests or complaints of an engineering nature. Assesses the situation, and then assists and coordinates with the Sections to develop repair or mitigation plans.

• Review informal dam safety maintenance inspection reports to identify repairs and create maintenance work orders for repairs.

• Assist in coordinating and overseeing Section and floating plant maintenance work, including winter lock pump-out activities.

• Provide direction and technical assistance to maintenance sections for maintenance work.

• Provide direction/ guidance to Section work crews on capital activities, to ensure that all safety and code requirements are followed.

• May provide direction and oversight to the dredging program. Ensures that spoil sites are being prepared properly, that all environmental and permit issues are being addressed, and that the dredging operation is being performed in accordance with environmental requirements.

• May oversee and coordinate the setting of buoys at the start of the navigation season, using GPS.

• Research and develop specifications for procurement efforts.

Maintenance Work Planning

• Enters repair and reviews maintenance data related to region activities into the Canals asset management software (Maximo and CIMS), including the creation of work orders, editing work orders, completing work orders and uploading reports.

• Work collaboratively with Asset Management, Inspection, Dam Safety, and Maintenance personnel to plan, design, implement, and oversee maintenance and construction work.

• Perform work planning that determines the labor, material, and equipment necessary for work crews to perform tasks and projects.

• Perform field work necessary to assess future work, perform quality assessment of work performed or underway, and assist in resolving unexpected field conditions.

• Determine the required sequencing of work phases for projects and create resource loaded work schedules including CPM schedules when necessary.


Support for Other Program Areas

• Support emergent projects at Canal facilities, including engineering assessment and/or inspection of deficiencies. Support Construction Management program staff and on-demand contractors working to repair Canal structures.

• Perform follow-up inspection and/or monitoring of seeps or other deficiencies in earthen embankments and dams.

• Assist with the development and issuance of Canal policies, procedures, guidelines, and standards for Canal operations and maintenance.

• Recommend capital construction or rehabilitation projects for inclusion in the annual budget process.

• May provide technical expertise to the Real Property Management Group (Leases, Permits, and Abandonments). Primary assistance is to review work permit applications for the Region to assess compatibility of proposed work with Canal operations.

• Participate in waterway structural asset inspection as needed and assist in Quality Control of structural inspections including maintenance of any relevant databases.

• Participate in emergency planning and response activities, particularly as related to dam safety and the activation of emergency action plans.


Miscellaneous Duties

• Supervise subordinate technical, administrative, or support staff as required.

• Interact professionally with subordinates, section personnel, headquarters engineers, design staff, construction staff, consultants, representatives of local, State and Federal agencies and the general public.

• The position requires up to 50% fieldwork (and 50% office work), with occasional overnight travel for meetings.

• Perform other duties as assigned.

Minimum Qualifications • Provide engineering support to the Transportation Maintenance Engineer for the operation and maintenance of the Western Canals System (Erie Canal: Macedon, NY to Sylvan Beach, NY, the Oswego Canal, and the Cayuga/ Seneca Canal).

• This position involves coordination of regional canal staff whose duties involve structure inspection, dam safety inspection, dredging, and engineering related activities. Duties include training, planning, scheduling, coordinating, determining project and program priorities, evaluating work projects, and providing instruction, advice and technical assistance.

• Participate in waterway structural asset inspection as needed and assist in quality control of structural inspections including maintenance of any relevant databases.

• Review, acknowledge and manage structural inspection flags and develop plans for remediation.

• Assist with work order management in Maximo including creation of work orders, editing work orders, planning and scheduling work orders and closing out work orders; also responsible for coordinating with Regional Planners/Schedulers and regional engineers in work order management.

• Coordinate approval of Section projects by various Canal departments including Environmental Health and Safety, Code Compliance, Dam Safety, and Public Relations.
• Provide direction/ guidance to Section work crews on capital activities, to ensure that all safety and code requirements are followed.

• Oversee the informal dam safety inspection program and annual gate certification program.

• Provide technical advice to engineers, legal staff, consultants, contract management, and budget representatives on the financial, structural, or construction requirements of projects.

• Interact with subordinates, section personnel, headquarter engineers, design staff, construction staff, consultants, representatives of local, State and Federal agencies, and the public.

• Respond to local municipalities and adjacent property owners' requests or complaints of an engineering nature. Assess any concerns, and coordinate with the Sections to address the issue(s). May participate in emergency planning and response.

• Review/evaluate design and construction documents from project development through project completion.

• Review/evaluate consultant design proposals for various capital and operations and maintenance projects.
• Review work permit applications and associated project plans for the Region.

• Assist with the development of maintenance and capital plans in conjunction with Western Regional engineering staff, in accordance with Canals Asset Management.

• Assist with the preparation of the annual capital and operations/ maintenance budget including recommendation of construction or rehabilitation projects.

• Assist Waterways West Region staff to ensure that maintenance activities are properly carried out.

• Assist with the development and issuance of Canal policies, procedures, guidelines, and standards for Canal operations and maintenance.
• May assist in coordinating Section and Floating Plant capital work including bathymetric soundings.

• May provide direction and oversight to the dredging program. Ensure that spoil sites are being prepared properly, that all environmental and permit issues are being addressed, and that the dredging operation is being performed in accordance with environmental requirements.

• May be involved in overseeing winter lock pump-out activities, including providing direction and technical assistance.

• Provide technical expertise to the Real Property Group (Leases, Permits, and Abandonment's).
