Duties Description
Office Assistant 2 Keyboarding titles are part of the Data Collection unit within the RAID team. The RAID team is part of the Office of Tax Policy Analysis (OTPA), Tax and Fiscal Studies unit. The RAID team performs a range of duties, including the collecting and maintenance of large data files, creation and maintaining of analytic tools, and performing data analysis.

· Use appropriate software, documentation, and procedures to timely and accurately correct the exceptions for the annual business tax data files, miscellaneous tax data files and the Personal Income Tax (PIT) study file.
· Utilize appropriate software to balance work assignments, plan, organize and monitor progress to meet monthly goals and final deadlines.
· Appropriately document and refer to procedures to assign NAICS codes to business taxpayers.
· Manually enter data the Sales Tax NAICS codes into the eMPIRE system.
· Use appropriate software to timely and accurately update or create documentation (i.e., Tax Fill-in forms, etc.).
· Office Assistant 2’s may also be required to work on special projects and new tasks, as required, to meet both Tax Department and OTPA’s Operational Plan.
· Complete mandatory employee and/or supervisory training;
· Comply with the Office of Human Resources Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control rules, policies, and procedures; and
· Adhere to the Department's time and attendance rules and regulations.

Minimum Qualifications Candidates must be current NYS employees eligible for a 70.1 transfer in accordance with Civil Service Laws, Rules, and Regulations,

OR

Reachable on the appropriate Civil Service Eligible List for this title and location.

If eligible via 55b/c please provide a copy of your active letter of eligibility with your response.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
Within a year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Promotional Minimum Qualifications: One year of permanent competitive or 55b/c service as an Office Assistant 1 Keyboarding

OR

One year of clerical experience where most work time is spent performing keyboarding, data entry, chart compilation or arrangement, or various tasks involving typing into computerized systems.
