Duties Description This position is located in DEC’s Warrensburg office, considered the gateway to the Adirondacks. You’ll work in a close-knit office with other engineers, geologists and environmental specialists and other programs including the Divisions of Air, Water, and Environmental Remediation. You will also have the opportunity to interact with biologists, foresters, Environmental Conservation Officers, Forest Rangers and other DEC staff who are passionate about conservation. The work is varied and unique: you’ll experience a mix of office and field work; have the opportunity to travel for conferences and trainings throughout the state; work on sustainability initiatives at the office; and much more. The incumbent will independently apply engineering principles in the following duties:
• Performing engineering evaluations of landfill expansion projects, proposed solid waste management facilities, and sites being investigated under the Inactive Landfill Initiative.
• Overseeing construction of solid waste management facilities to ensure conformance with the Department's design standards.
• Permitting and inspecting solid waste management facilities for compliance with the Department's regulatory requirements.
• Initiating enforcement actions for non-compliant facilities and work with Law Enforcement, Legal staff and other programs on the development and execution of such cases; Providing testimony at hearings and court proceedings.
• Making presentations, participating in meetings and preparing written correspondence as required.
• Supervising subordinate technical, administrative or support staff as required.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Engineer 2 Civil, Senior Sanitary Engineer. Additional qualifications may be required.
or
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
Open competitive minimum qualifications (provided for 70.4 transfer eligibles and NYHELPS):
a New York State Professional Engineer's license and current registration AND one year of engineering experience in sanitary, public health or environmental engineering.
If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer or under the 55-b/55-c options cannot be considered.
Candidates who are not eligible for transfer or reinstatement must meet the promotion qualifications below and receive, or have received, a passing score on the online Civil Service examination for the Professional Engineer 1 (Environmental) https://www.cs.ny.gov/engineering/prom/ (for promotional candidates). Preferred Qualifications:
Technical knowledge to perform engineering analyses coupled with strong technical writing and oral communication skills. Good time management and organizational skills. Ability to understand and manipulate proprietary computer software programs. Ability to maintain good working relationships with co-workers and other DEC programs. Ability to physically inspect regulated facilities. Capable of effectively working with DEC Central Office, the regulated community, the general public, government officials, and other outside entities. Ability to travel overnight and to represent the regional program at meetings, training, outside conferences, and other public appearances, as required. Ability to maintain and continually broaden a working knowledge of technology along with staying abreast of updated regulations to perform duties.
Additional Comments The starting salary for this position is $98,298. This amount is comprised of a base salary of $91,298 and a geographic pay differential of $7,000 specific to the title and location of the position.
The job rate for this position is $122,252. This amount is comprised of a base salary of $115,252 and a geographic pay differential of $7,000 specific to the title and location of the position.
Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overnight travel may be required.
Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
