Duties Description The Office of General Counsel’s (OGC) Corporate Bureau is seeking an Ethics Officer for the Agency.

The Ethics Officer performs a wide variety of functions, which includes: ensuring Department employees are in compliance with the current ethics regulations under the Public Officers Law and the Commission on Ethics and Lobbying in Government (COELIG) ethics regulations; providing guidance to employees on compliance with ethics laws and regulations; and consulting with Executive on complex ethics matters.

The Ethics Officer must ensure that both the agency and its staff comply with legal obligations related to requirements for Financial Disclosure Filers, mandatory ethics training for all staff, approvals for outside activities, approvals for honoraria, approvals for official activity expense payments and acceptance of gifts.

The Ethics Officer provides the COELIG mandatory training for all Department employees, which is currently over 3000 staff. They are also available to staff to discuss any ethics questions, which include questions related to starting and leaving state service. They provide various updates on ethical matters, such as gifts and training requirements in the form of Department-wide emails.

The Ethics Officer works closely with the Corporate Bureau’s legal assistants to coordinate and schedule trainings and ensure the COELIG database is updated.
The Ethics Officer will serve as a Section Chief within the Corporate Bureau and supervise attorneys and/or legal assistants.

The Ethics Officer provides guidance to Employee Relations related to ethics violations, and supports Internal Affairs by providing legal review of documents associated with investigations.

The Ethics Officer will need to develop a clear understanding of Public Officers Law and COELIG regulations. They need to be professional and approachable to staff, and work cooperatively with COELIG and Ethics Officers at other state agencies. They also need to be readily available to assist staff with a variety of ethical issues that arise in the normal course of business.

Minimum Qualifications NYS Bar Admitted and four years of post bar experience.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Telecommuting may be available, will be discussed at interview.
