Duties Description • Conduct policy analysis, data analysis, research, and provide training and technical assistance regarding SADS, EISEP, and State Respite programs serving older adults, individuals with disabilities, and other populations.
• Provide policy analysis, data analysis, research, technical assistance, and support for emerging issues in LTSS.
• Conduct monitoring and oversight activities for SADS, EISEP, and State Respite programs, contracted entities, and local Area Agencies on Aging (AAAs) to verify performance of contract deliverables and compliance with program standards.
• Provide guidance and technical assistance programs, AAAs, state contracted providers, and other entities.
• Assist with the tracking and flow of contracts through the Division.
• Review, conduct analysis and comment on federal and state initiatives related to NYSOFA’s priorities to determine impact on older adults, individuals with disabilities, and other populations, as assigned by the Division Supervisor, Assistant Deputy Director, and Deputy Director.
• Review and comment on proposed legislation and regulations affecting older adults, individuals with disabilities, and other populations, particularly in assigned program areas.
• Prepare program issuances and technical assistance documents for AAAs and their subcontractors, older adults, families and caregivers. Identify program/service options, best practices and prepare documents that present strategies for addressing the needs of older adults, individuals with disabilities, and other populations.
• Work with staff in the Division of Policy, Planning, Program and Outcomes, other Divisions within NYSOFA, other state and federal agencies, and outside organizations to research and analyze problems, issues, and best practices at the state and national levels.
• Recommend options for achieving program goals and cost-efficient outcomes. Work jointly with other Divisions, AAAs, state and federal partners, and outside organizations to ensure full integration of policies and programs.
• Represent NYSOFA and present to diverse audiences, including but not limited to, AAAs, older adults, caregivers and families, community stakeholders, state and federal partners, and other constituencies.
• Analyze, coordinate, and lead special LTSS projects and other initiatives/projects as they arise.
• Develop and write grants.
• Participate in collaborative efforts convened by federal agencies to support enhancement of programs in the Division.
• Participate in both state and local LTSS reform activities and engage stakeholders through formal presentations at various forums (e.g., regional meetings, etc.).
• Register, attend, and successfully complete certified on-line courses for the National Incident Management System (NIMS) as needed.
• Participate in and complete training related to NYSOFA’s Disaster Preparedness Plan.
• Travel to emergency management disaster sites as needed to assist with disaster recovery activities and efforts.
• Perform other tasks, activities, and duties as assigned.

NOTES:
• Travel is required (approximately 25%), including during evening and weekends, depending on mission and assignment.

*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required Experience: seven years of experience administering or analyzing disability, aging, health, or social services programs for older adults and/or people with disabilities.

Substitutions: An associate degree in an appropriate human services field* may substitute for two years of this experience; a bachelor's in an appropriate human services field* may substitute for four years of this experience; and a master’s degree in an appropriate human services field* may substitute for five years of required experience.

*Appropriate degrees include, but are not limited to, the following human services fields: audiology, case management, community mental health, community services, counseling, education, family development, family studies, gerontology, health administration, hospital administration, human development, human services, health services administration, mental health counseling, non-profit administration, nutrition, occupational therapy, physical therapy, psychoanalysis, psychology, public administration, public health, rehabilitation counseling, social policy, social work, sociology, speech and language pathology, speech communication, and therapeutic recreation.

Example of non-qualifying experience includes but are not limited to: providing direct care and/or support services, such as those normally provided by direct support assistants, therapy aides and nursing assistants.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
