Duties Description Under the direction of a higher-level Public Safety Program Specialist within the DCJS Office of Public Safety, the Public Safety Program Specialist 2, SG-23 will research, develop, and implement training programs or specialized programs and model policy best practices for police and peace officers that support program topics found within basic training. The incumbent may oversee the administration of training programs; perform duties related to the research and development of law enforcement training; serve as the lead developer in implementation of a training program or specialized program; conduct training-related studies; provide technical assistance to various law enforcement agencies; review and evaluate training programs and instructors for compliance with applicable laws, rules, and regulations; and may supervise Public Safety Program Specialists 1, paraprofessional training staff, and support staff. Specific duties may include, but are not limited to:
• Manage programmatic and training content for the Law Enforcement Strategic Assistance Unit (LESAU), the Gun Involved Violence Elimination (GIVE) Initiative, the Statewide Targeted Reductions in Intimate Partner Violence (STRIVE) Initiative, and other statewide efforts, ensuring alignment with evidence-based practices and state standards.
• Supervise professional and paraprofessional training staff, paraprofessional program staff, and/or support staff; set priorities, monitor timelines, and ensure quality control across all assigned projects.
• Lead the design, review, and approval of training curricula and specialized program materials to ensure accuracy, relevance, and fidelity to evidence-based policing and coordinated community response models.
• Develop and apply evaluation tools to measure training effectiveness and program outcomes; use findings to inform continuous improvement.
• Provide technical assistance and written guidance to agencies for implementing evidence-based strategies supported by LESAU, GIVE, STRIVE, and other statewide initiatives.
• Manage training-related contracts and procurements, including scope development, solicitation, vendor selection, and performance monitoring, ensuring fiscal and contractual compliance.
• Conduct research and literature reviews on policing practices, instructional methods, and emerging technologies; prepare tables, reports, charts, and graphics for executive review, public presentation, and publication.
• Assemble and facilitate stakeholder advisory panels and subject matter expert workgroups; draft model policies, best practice recommendations, and implementation guidance.
• Audit training programs and instructors for compliance with applicable laws, rules, regulations, and contracts; review outside lesson plans for equivalency certification.
• Serve as liaison to outside agencies, non-state governmental entities, and interagency workgroups for assigned program areas.
• Promote the Governor’s criminal justice initiatives along with the services of DCJS to law enforcement and prosecutorial agencies.
• Handle special assignments and projects as directed by a higher-level supervisor.

Minimum Qualifications Non-Competitive: Seven years of qualifying experience as a law enforcement officer or law enforcement trainer in a local, state, or federal agency. An associate degree or 60 credit hours may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree or higher may substitute for five years of experience. All qualifying experience must have been gained after basic/recruit training.

Promotional: One (1) year of service as Public Safety Program Specialist 1, SG-18.

Additional Comments Some positions may require travel to locations not serviced by public transportation.

Approximately 15% travel is required.
