Duties Description The Municipal Services Division provides technical advice and assistance to 95 local civil service agencies on the full range of civil service activities as required by Civil Service Law. Division staff also support the New York State Civil Service Commission in its review of local rulemaking proposals, and analysis of section 211 waiver requests. This position will play an important role in working with local civil service agencies throughout New York State as they strive to hire more public servants into key roles in local government.

The Municipal Services Division (MSD) has the lead role for supporting the 95 local civil service agencies in New York (counties, cities, and towns) who are responsible for merit system administration for more than 360,000 local government employees.

The Program Aide duties in the Municipal Services Division will include but are not limited to the following:

• Review rulemaking requests from municipal civil service agencies to make certain the requests meet legal requirements.

• Perform initial review of requests to amend civil service rules to make certain all necessary supporting documentation has been provided by the requesting agency.

• Prepare standardized reports by accessing databases and formatting output data.

• Maintain electronic and paper files, search files in response to requests for information and Freedom of Information (FOIL) requests, and archive or purge files in accordance with office procedures.

• Assist with State Financial System (SFS) travel reconciliation and may serve as a proxy.

• Assist with the preparation of the Summary of Annual Reports (https://www.cs.ny.gov/extdocs/pdf/2024-summary-of-annual-reports.pdf)

A Program Aide will also support the following program areas:

Working after Retirement (https://www.cs.ny.gov/retirees/workingafterretirement.cfm)

• Interact with local civil service agencies to confirm a retiree’s civil service status.

• Update and maintain the section 211 waiver database and log.

• Create the State Commission Calendar pages for section 211 waivers and, following the State Civil Service Commission meeting, the Disposition Memorandum.

• Review and revise section 211 waiver letters that are generated from a database.

Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS):
Three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.

REASSIGNMENT QUALIFICATIONS:
Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Aide; if less than one year, you must be currently reachable on the Program Aide eligible list for the Albany location if one exists.

COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.

70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 11. To be considered, you must provide a copy of your letter of eligibility with your response.

PREFERRED QUALIFICATIONS:
Prior experience that involved reviewing requests from customers for agency approval against program criteria, laws, or rules; meeting deadlines, speaking, and corresponding with others by phone or by e-mail about a program area and its criteria is preferred.
