Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.

The Department of Financial Services is seeking candidates for the position of Public Information Specialist 1 in External Affairs and Strategy. Duties include, but are not limited to, the following:

• Completes a wide range of design and graphics projects independently;
• Conceptualizes and creates visually appealing designs and assets for a variety of mediums, digital and print, including data visualizations, print projects (including brochures, flyers, posters, reports and white papers, and factsheets), large scale exhibits and artwork, out of home advertising, motion graphics, video content, and more;
• Creates and edits visual content for digital platforms, including DFS website, intranet, and social media platforms;
• Ensures that agency branding and design guidelines regarding logos, color themes, and other creative aspects are consistently and accurately applied across all platforms;
• Assists on pre-production, production, and editing phases of video and multimedia projects;
• Collaborates with External Affairs to develop campaigns that align and advance agency mission;
• Collaborates with other agency divisions to develop and execute concepts for their visual needs. Reviews final designs with stakeholders and makes adjustments based on feedback;
• Generates and presents clear ideas and concepts that meet assigned project objectives and comply with team standards;
• Assists with photography, printing, and large-scale installation needs;
• Manages multiple projects simultaneously, ensuring deadlines are met while maintaining a high standard of quality;
• Stays up-to-date on industry trends and incorporate new techniques and tools into design processes; and
• Maintains a library of artifacts (e.g., photos, logos, illustrations, etc.) and ensure efficient storage for easy retrieval by staff.

Minimum Qualifications Preferred Qualifications
• Proficient in Adobe Creative Suite (Illustrator, Photoshop, InDesign, and After Effects)
• Knowledgeable in Microsoft Word, Excel, PowerPoint, SharePoint, and Canva
• Strong portfolio that demonstrates creativity, accuracy, and attention to detail
• Ability to handle multiple projects under strict deadlines
• Excellent design, color, and typographic skills
• Strong attention to details and organizational skills
• Excellent communication skills
• Ability to work within a team and independently
• Ability to manage projects from inception to production
• Ability to initiate and maintain relationships across a diverse set of stakeholders
• Knowledge of print production is a plus
• Experience with web design and basic knowledge of HTML/CSS is a plus

Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law. Please note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.

Minimum Qualifications: Trainee 1: A bachelor’s degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing. Trainee 2: A bachelor’s degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing and one year of experience in public or governmental relations, and/or in writing or producing content for various media. Journey Level: Either 1. a bachelor’s degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing AND two years of experience in public or governmental relations, and/or in writing or producing content for various media; Or 2. a master’s or higher degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing AND one year of experience in public or governmental relations, and/or in writing or producing content for various media; Or 3. six years of the experience described above. Substitutions: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply (see minimum qualifications above). At this time, agencies may recruit and hire employees by making permanent non-competitive appointments. At a future date (within one year of appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

$66,951 – $85,138 (Journey Level SG-18)

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment.
