Duties Description The Office of Mental Health (OMH) is seeking a qualified candidate to fill a Mental Health Program Specialist 2, G-23 position in the Division of Community Program Policy & Management, Adult Community Care Group, Assisted Outpatient Treatment (AOT) Unit. The Mental Health Program Specialist 2 will work under the direction of the AOT Compliance Specialist 3, with a team in developing, implementing, and evaluating policies and procedures which shape the mental health service delivery system and related systems. The AOT Unit focuses on the support and consistent operations of AOT statewide. The Central Office staff work with and through each OMH Field Office to provide oversight, technical assistance, and support to counties with their local implementation of Kendra’s Law, or AOT. The activities of the AOT Unit will focus on data-driven quality improvement, as well as the delivery of trainings and guidance and other resources to assist OMH Field Offices and counties in their management of complex care needs and services provided to persons both under AOT orders as well as Enhanced Voluntary Agreements (EVA’s). The unit will rely heavily upon systems-knowledge as well as clinical experience and a team-oriented approach.

The Mental Health Program Specialist 2 will function as the Training Specialist and will primarily focus the on-going development of training materials that will assist in the training of all AOT stakeholders state-wide as well as other materials including the New York State AOT website. Additionally, this role will take the lead in training efforts with OMH vendors and agencies related to AOT. This new role is intended to enhance the existing training materials for AOT, as well as develop new standardized practices for ensuring training to various state-wide AOT stakeholder groups. In addition to working as part of the AOT unit, this role will be expected to work directly with the other AOT Unit roles (Data Specialist and Risk Management Specialist) to help improve overall outcomes and general oversight of the oversight of AOT in New York State.

The specific duties include, but are not limited to, the following:
•Oversight and monitoring of the Statewide training needs by developing relationships with Field Office Complaint officers to help develop list of training needs/improvements.
•Takes lead in communication and activities related to training needs.
•Develop on-going training schedules and frequencies based on data metrics and needs, with close work with AOT Unit Data Specialist(s).
•Collaborate with Data Specialists to identify various training needs by county/region as well as development of trainings for data entry needs and program oversight roles/responsibilities.
•Organize and re-organize AOT training tab on the AOT website.
•Assist in review of Regional AOT Service Verifications to identify training needs and offer direct assistance to OMH Field Offices in organization and delivery of training programs both regular and impromptu.
•Develop data monitoring to focus on improvements in overall AOT management at the local level.
•Serve as the direct liaison/lead with various OMH partners like ACT Institute and I-CONNECT as well as direct lead with conference preparation and training.
•Serve as the lead with OMH Field Offices and counties to help improve local AOT Policy and Procedures Manuals.
•Provide direct support to other AOT Unit needs as requested.

Minimum Qualifications Transfer Opportunity:
Candidates must have permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level.

Non-Competitive Minimum Qualifications Under the NY HELPS Program:
A bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.

A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
