Duties Description The Offices of the Inspector General (“OIG”) are comprised of three offices, derived from the three appointments held by Inspector General Lucy Lang:
• The Office of the New York State Inspector General (“NYSIG”), as established by Executive Law Article 4-A, is entrusted with the responsibility of receiving and investigating complaints of fraud, corruption, criminal activity, conflicts of interest, and abuse in executive branch agencies of New York State government. Since June 2021, this includes complaints related to the New York State Gaming Commission.

• The Office of the New York State Welfare Inspector General (“OWIG”), as established by section 74 of the Executive Law, is responsible for maintaining the integrity of New York State’s public assistance programs; and

• The Office of the New York State Workers’ Compensation Fraud Inspector General (“WCFIG”), as established by section 136 of the Workers’ Compensation Law, is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system.

OIG has office locations in Albany, Buffalo, Hauppauge, New York City, Suffern, and Syracuse.

Job Description

OIG seeks a Digital Forensic Investigator for its Upstate Regional Office, based in Albany.

The Digital Forensic Investigator works under the supervision and direction of the Manager of Digital Forensics, to provide investigative support statewide to all investigations and information systems and infrastructures.

The Digital Forensic Investigator acquires, examines, extracts and analyzes data from computers, seized digital media, and other electronic storage devices, using advanced forensic tools and methods; conducts social media investigations; prepares written investigative reports; and interviews with witnesses, complainants and subjects of investigations. The Digital Forensic Investigator troubleshoots, resolves, integrates, tests and maintains operating systems environments, and performs server and network workstation administration as needed. The Digital Forensic Investigator is expected to have expertise in assembling and disassembling computers and must be well-versed in hardware, software, tool testing and validation.

While this position is based in Albany, occasional statewide travel is required, as is a willingness and ability to work unscheduled hours as necessary.


Minimum Qualifications Minimum Qualifications
• A Bachelor of Science (BS) in Digital Forensics, Cyber Security, Information Assurance, or Computer Science. Alternatively, candidates may qualify with an Associate’s degree in Digital Forensics and one to two years of relevant experience.
• Working knowledge of the tools, techniques, and methodologies surrounding computer forensics, incident response and eDiscovery including, but not limited to an understanding of legal and regulatory requirements related to digital evidence handling and investigations.
• Demonstrated fluency with Linux, Windows and MacOS operating systems and in-depth understanding of operating system concepts, including registry files, log files, internet history, email, etc.
• Experience with computer and mobile device forensic imaging, extraction and analysis, including a familiarity with forensic tools such as Cellebrite, Axiom, Encase, FTK, and open-source forensic tools.
• Applied knowledge of forensic procedures in legal settings, including preparing detailed reports, delivering expert witness testimony, supporting discovery efforts, and ensuring proper evidence handling and chain of custody.
• Sound judgement, strict adherence to confidentiality, strong communication skills, a collegial attitude, and an ability to work well both independently and as part of a team, and an ability to multitask while maintaining attention to detail and deadlines.
• While not required, preference will be given to those candidates with relevant professional certifications, or similar general/vendor specific certifications, as well as those with experience testifying in court, grand jury or other legal proceedings through testimony, sworn affidavits, declarations, or other legal instruments.

• New York State residency and a valid driver’s license is required.
