Duties Description The incumbent will report to the Planning Section in the Office of Emergency Management (OEM). Reporting to the Disaster Preparedness Program Representative (DPPR) 4, the DPPR 3 will oversee a team in the NYS OEM Planning Section. The position will ensure New York State and NYS OEM emergency management plans and policies are being maintained and updated and oversee emergency management planning to support county and state agency emergency management organizations.

Duties include, but are not limited to:

• Supervise the daily activities of the assigned planning team, providing the full range of supervisory functions.
• Direct support staff in the development of model sample plans for use by local government.
• Lead and assist staff in providing technical planning assistance to state and local agencies in the development of a wide variety of emergency response plans.
• Represent the section in attending or facilitating planning meetings, conference calls, workshops, and in the delivery of exercises to test the effectiveness of emergency plans.
• Assist with the development of policies and procedures for Headquarter Operations.
• Provide Guidance to staff in developing, maintaining, and updating the State Comprehensive Emergency Management Plan (CEMP) and support documents.
• Review and comment on emergency plans, as appropriate.
• Develop, review, and implement state-level operational procedures, plans, and communications.
• Coordinate and collaborate with public and private sector stakeholders and other organizations that can support the State's disaster planning and preparedness efforts.
• Provide assistance in conducting hazard analysis workshops, risk assessments, and using applicable data to support emergency plan development.
• Conduct and/or facilitate the delivery of emergency management related training, both locally and regionally across the State.
• Support program efforts for section initiatives and projects, including the continuity of operations planning, accreditation efforts, and developing planning guidance.
• Prepare reports, briefings, correspondence, and required reporting documents related to program issues.
• Coordinate planning concepts with the partners and stakeholders to ensure unity of purpose and consistency in planning practices.
• Develop and maintain resources for localities to reference when creating or revising emergency plans and procedures.
• Obtain program specific and National Incident Management System (NIMS) training to enhance existing skills.
• Identify and establish administrative priorities with assigned programs.
• Support operations during times of emergency and disaster from State Emergency Operations (EOC), state field offices, and/or local deployments.
• Perform other duties as required.
• Travel may be required, up to 20%.

Minimum Qualifications REASSIGNMENT/TRANSFER

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 3 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as an Agency Emergency Management Coordinator and eligible for transfer under Section 70.1 of the Civil Service Law.
