Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have one year of permanent competitive or 55b/c service as an EFS1, Senior Accountant, Senior Auditor, Contract Management Specialist 1, Program Research Specialist 2 (Economics Finance) or Senior Internal Auditor OR have one year permanent competitive or 55b/c service as an Administrative Aide, Agency Program Aide, Education Program Assistant 1 or Education Program Assistant 2 to be qualified to transfer to EFS Trainee 1 under §70.1 of the Civil Service Law OR be reachable on the Education Department’s Public Administration Trainee Transition (PATT) eligible list; the Professional Careers Opportunities (PCO) eligible list; or the Public Management Intern (PMI) eligible list. Appointments from the PATT, PCO, or PMI lists require completion of a two-year traineeship.
Section 70.4 Transfer – A candidate may be eligible for nomination for Section 70.4 transfer to EFS Trainee 1 if they have standing on the PCO or PMI eligible lists and are currently a New York State employee in a title allocated at SG-11 or higher.
*Leads to a maximum salary of $66,494 based on annual performance advances.
Duties Description The New York State Education Department’s (NYSED) System to Track and Account for Children (STAC) and Medicaid Unit is seeking applicants for the position of Education Finance Specialist (EFS) 1. STAC is responsible for processing requests for Commissioner's approval for reimbursement, including reimbursement approval for the costs of providing services to preschool and school-age students placed in special education programs. Under the direction of an EFS2, the incumbent of this position will be responsible for providing support and training to local education agencies on various reimbursement programs, including Medicaid. Duties of this position will include, but not be limited to, the following:
• Coordinate daily processing of preschool and school age reimbursement requests and claims;
• Coordinate scheduled reimbursement payments;
• Prepare reports and provide data using a variety of software tools to school districts, municipalities, the Division of the Budget and other NY State agencies, and various offices of the State Education Department, including the Bureau of Budget Coordination, Fiscal Management, State Aid, Office of Counsel, and Rate-Setting;
• Maintain databases relating to preschool, school age and Medicaid functions;
• Assist in interagency fund transfer process by review for accuracy and completeness records of students placed by the Office for People with Developmental Disabilities;
• Develop, schedule and conduct technical training programs at regional meetings and conferences for school district and county representatives regarding various components of the STAC and Medicaid programs;
• Oversee the File Transfer Protocol data exchange with school districts and counties;
• Assist in the development and implementation of policies that improve customer service, maintain and enhance internal controls, and enhance reimbursement processing to ensure payments are timely and accurate;
• Assist in the identification, analysis and interpretation of preschool, school age and Medicaid data;
• Respond to requests for technical assistance from school district and county officials; assist in the resolution of policy issues; and
• Supervise staff, as assigned.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent-contingent appointment. The filling of this position is contingent upon Division of Budget approval. Salary above applies to candidates appointed to EFS1, SG-18. The hiring rate for candidates appointed to EFS Trainee 1 starts at $39,713 and, for current NYS employees, is based on the candidate’s salary at the time of hire. Candidates hired into the traineeship will be advanced to EFS1 upon successful completion of a (two) year traineeship. Occasional overnight travel required.
