Duties Description The Assistant Research Scientist/Research Scientist I/II in the New York State Department of Health's Office of Health Services Quality and Analytics (OHSQA) will help ensure that all New Yorkers, irrespective of their person and care setting, have access to healthcare services that are safe and of the highest quality, consistent with the best available evidence. The candidate will serve as a Research Scientist, supporting the collection and reporting of quality data and ongoing research studies. The entry-to-mid-level researcher will work for the Essential Plan Unit Director in the Bureau of Quality Measurement and Evaluation to help the Office meet its expanding responsibilities to promote healthcare quality through various data-driven methods, including research, evaluation, and health information analysis. With the introduction and growth of the Essential Plan in New York State, new research is being conducted, including evaluating the effectiveness of policies and initiatives for this population. These health plan-driven projects require long-term planning and input from multiple sources, as the data is retrospective and complex, requiring a dedicated researcher to make appropriate progress on the research questions and inform the program area.

Duties include utilizing various data sources within OHSQA, assisting with original research studies, and designing and conducting research and analyses to evaluate the quality and utilization of the Essential Plan. This involves managing different data sources such as the all-payer database, plan-submitted quality data, and other quality data indicators. The researcher will support original research studies, designing and carrying out research and analyses to evaluate Essential Plans and other Marketplace or non-Medicaid plans as appropriate. Responsibilities also include developing reporting tools, including custom-built SAS or SQL programming to generate tables and figures, and using Tableau to update reports.

Minimum Qualifications Assistant Research Scientist, SG14: bachelor's degree in mathematics, statistics, engineering, biostatistics, public health, public administration and policy, statistics, mathematics, social sciences, health economics, engineering, finance, epidemiology or related degree. Related degrees may include economics, computer science, bioinformatics, physics, genetics, or analytics and one year of professional research experience in an appropriate field.
Substitution: 30 graduate hours leading to an advanced degree in an appropriate field may be substituted for the required experience.

Research Scientist 1, SG18: bachelor's degree in mathematics, statistics, engineering, biostatistics, public health, public administration and policy, statistics, mathematics, social sciences, health economics, engineering, finance, epidemiology or related degree. Related degrees may include economics, computer science, bioinformatics, physics, genetics, or analytics and two years of professional research experience in an appropriate field.
Substitution: Master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.

Research Scientist 2, SG22: bachelor's degree in mathematics, statistics, engineering, biostatistics, public health, public administration and policy, statistics, mathematics, social sciences, health economics, engineering, finance, epidemiology or related degree. Related degrees may include economics, computer science, bioinformatics, physics, genetics, or analytics and three years of professional research experience in an appropriate field.
Substitution: Master’s degree in an appropriate field may substitute for one year of experience, and Ph.D. in an appropriate field may substitute for an additional year of experience.

Preferred Qualifications: Strong statistical and data management skills. Experience in data analysis, management, and validation. Proven experience developing statistical programs in SAS, SQL, or R to compose research and reporting databases for the application of higher-order analysis. Knowledge of Data Warehouse, Business Intelligence and reporting fundamentals, and analyzing large, complex datasets. Knowledge of statistical methods and their application for predictive analytics. Experience analyzing health care claims data or other administrative data sources. Experience with visualization software such as Tableau is a plus. Proficiency with Microsoft Excel, Word, and PowerPoint. Excellent communication, organization, and program management skills. Ability to work independently in a fast-paced team environment.

Additional Comments If appointed as an Assistant Research Scientist, the incumbent will assist other research staff with these duties; if appointed as a Research Scientist 1, the incumbent will be expected to perform these duties under general supervision; if appointed as a Research Scientist 2, the incumbent will work with more independence.
