Duties Description There are multiple positions available, in different divisions. Please note the duties vary depending upon the division assignment.

CRS1 – GIS Unit

Preferred Qualifications:

• 2+ years of experience in the GIS field, data analysis, application development, dashboard development, or story map development, OR

• 2+ years of experience in website development, with such skills as website design, graphic design, experience in UX/UI development, outreach/communication via social media, using social science to develop surveys and data

The Coastal Resources Specialist 1 develops and monitors projects, activities and programs to implement coastal policies dealing with shore erosion, flooding, non-point pollution, fish and wildlife habitat restoration, urban waterfront redevelopment, public access, scenic quality or harbor management; assists in developing regional coastal management plans. This position will be assigned to the GIS Unit and will be responsible for geospatial data updates, and mapping and analysis needs to monitor projects, activities and programs that implement coastal policies within the Local Waterfront Revitalization, Resilience and Community Infrastructure, Ocean and Great Lakes, South Shore Estuary Reserve and Federal Consistency Review programs.

Specific duties to be undertaken in this role include:

• Assist in LWRP development, boundaries for use in planning and implementing LWRP plans and grant location points as they are awarded each year
• Develop hard copy maps for completed LWRP implementation project events, press releases and publications
• Conduct analyses that inform decision-making for reducing flooding and erosion, fish & wildlife habitat restoration, harbor management, etc.
• Innovate with cross-cutting teams to develop tools that support making New York communities more resilient to flooding and erosion
• Develop compelling story maps that highlight OPDCI program work, examples of previously developed story maps include, submarine canyons offshore NY, living shorelines, shellfish in the South Shore Estuary, and one on the nation’s newest marine sanctuaries in eastern Lake Ontario
• Highlight coastal management program work with products that will be showcased in NYS and program outreach material and online
• Track & monitor shoreline projects, coastal management client feedback, and public engagement.

CRS1 – LWRP Unit

Preferred Qualifications:

• 2+ years of experience developing community-based or urban or regional plans, waterfront or watershed plans, local government planning, open space planning, accessibility planning, resilience planning or natural resource planning, OR

• 2+ years of experience in supporting the completion of planning, design, or construction projects, particularly projects focusing on coastal or water resources, watershed management, resilience and adaptation, and including experience with grant project administration.

The Coastal Resources Specialist 1 develops and monitors projects, activities and programs to implement coastal policies dealing with shore erosion, flooding, non-point pollution, fish and wildlife habitat restoration, urban waterfront redevelopment, public access, scenic quality or harbor management; assists in developing regional coastal management plans. This position will be assigned to the Local Waterfront Revitalization Program Unit and will be responsible for the oversight of planning, design, and construction projects within a community’s waterfront area statewide.

Specific duties to be undertaken in this role include:

• Collaborate with local governments in New York State to complete local waterfront revitalization planning projects, and subsequent design and construction projects
• Oversee development of Local Waterfront Revitalization Program Plans and Watershed Management Plans
• Review and provide comments on project deliverables/products, including Local Waterfront Revitalization Program (LWRPs) and related plans, watershed plans, community outreach materials and designs for construction of DOS-funded improvement projects
• Interact with local, state, and federal agency representatives and consultants to coordinate on DOS-funded projects and statewide initiatives
• Review and monitor progress on grant projects, including products and documents, ensuring that all contractual obligations are met, and project objectives achieved
• Review funding applications for LWRP projects and makes appropriate recommendations to higher level staff
• Represent OPDCI and/or the Department of State at public meetings, community meetings, ribbon-cutting events, groundbreaking ceremonies, and/or related events

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-12 or higher and otherwise eligible for transfer under Civil Service Law.

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
The minimum qualifications for Non-Competitive appointment are:

Coastal Resources Specialist Trainee 1:
A bachelor's or higher degree.

Coastal Resources Specialist Trainee 2:
A bachelor's degree and one year of professional experience managing and planning and construction projects undertaken by waterfront communities and local organizations to advance economic development and protect natural resources.

Coastal Resources Specialist 1:
A bachelor's degree and two years of professional experience managing and planning and construction projects undertaken by waterfront communities and local organizations to advance economic development and protect natural resources.

Substitutions:
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
