Duties Description This Environmental Health Program Manager (EHPM) 1 will serve as the Director of the Geneva District Office responsible for management and implementation of a variety of environmental health programs within Ontario, Wayne, and Yates counties. The EHPM 1 will fill the critical role of assisting with policy development and implementation across several public health program areas.
The incumbent will be responsible for program planning, management, and supervision of technical and support staff. The District Offices are involved in the regulation of public water supplies, food service establishments, swimming pools, bathing beach, temporary residences, realty subdivisions, children’s camps, mobile home parks, tobacco enforcement, tanning and tattooing and investigation of public health nuisances. They will address public health preparedness planning and emergency response, investigation of instances of environmental contamination and the investigation of disease outbreaks related to environmental health factors. District Directors represent the Department of Health (DOH) in dealings with the public and with State and local agencies.
Minimum Qualifications NY HELPS Minimum Qualifications:
A bachelor’s degree in biology, biochemistry, chemistry, engineering, environmental health, environmental science, environmental studies, geochemistry, geology, health science, industrial hygiene, natural science, physical science, or public health AND four years of professional work experience with primary responsibility for investigating, assessing, or controlling the human health impacts of environmental or occupational exposures to chemical, biological or radiological agents, or physical hazards.
* Two years of this experience must have included technical leadership** and supervision or oversight of technical/professional staff in a public health governmental agency.
*A master’s degree in a field listed above may be substituted for one year of the required general experience; a Ph.D. in a field listed above may be substituted for two years of the required general experience.
**Technical leadership must have included responsibility for scientific/technical development, implementation, and ongoing evaluation of program operations, staffing and staff development, program planning, and policy development and analysis.
State Transfer & Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent-permanent status as an Environmental Health Program Manager 1, Grade 27, OR current New York State employee with one or more years of contingent-permanent or permanent competitive service in a title at or above Grade 25/M-1, and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: The preferred candidate will have experience with developing, implementing, and enforcing regulations. The incumbent will possess strong interpersonal and relationship management skills, particularly when engaging with members of the public, scientific and technical staff, and District Office or County Health Department agencies. They will have strong oral and written communication skills; and be self-directed and organized with the ability to independently manage assignments, deadlines, and priorities.
The preferred candidate will be familiar with environmental health program databases such as the Environmental Health Information and Permitting System (EHIPS), and Safe Drinking Water Information System (SDWIS). The incumbent will also be proficient with Microsoft Office applications (Outlook, Word, Excel, PowerPoint).

This position may require travel throughout New York State including overnights to areas not served by public transportation.
