Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of the Deputy Commissioner of Technology, the IES Information Security Manager will be assigned to the Integrated Eligibility System within the Office of Information Technology Services (ITS) and will provide project, technical and managerial oversight to the IES Program as a hands-on expert to manage all the security needs for the program as well as managing teams ensuring coordination of processes between all Agency Security Services Team(s). The incumbent will provide each workstream under the IES Program all security needs following both State and Federal guidelines to ensure products are secure, high quality with mitigating controls as well as supporting hiring subordinate Information Security staff(s) to enable effective delivery of security services to client agencies. The incumbent will act as a member of the IES Leadership Team, helping shape and implement the strategic vision for cyber security within the program and will to work with ITS teams and upper-level agency management to resolve technically complex and politically sensitive issues under pressure.

The position requires availability during off-shift hours to ensure appropriate response to security incidents or other critical activities that may impact sensitive information, critical systems, NYS agencies, or ITS.

Specific duties include, but are not limited to:
• Direct and manage information security and compliance standards and techniques to the platform and products.
• Identify and assess cybersecurity risk.
• Propose and communicate practical risk remediation to executive management.
• Develop, implement and monitor Key Risk Indicators (KRI) for the IES program.
• Manage and resolve security incidents to agency information systems.
• Perform hands-on technical support for any or all cybersecurity activities (including coordinating penetration testing, configuration analysis, vulnerability report analysis, etc.).
• Manage staff and resources dedicated to the Security Services Teams.
• Monitor information security trends, tools and techniques.
• Serve as the primary security point of contact for internal and external audits providing strategic oversight, ensuring readiness, accuracy of audit responses, and alignment with appropriate security compliance requirements.
• Lead the review of audit findings and remediation activates, ensuring corrective actions are prioritized, assigned, and completed within required timeframes.
• Leverage audit outcomes and remediation progress to drive continuous improvement in the State Entity's security posture and report status updates to executive leadership.
• Maintain strong working relationships with the Chief Information Security Office (CISO) within the ITS Agency to ensure alignment of agency security initiatives with enterprise strategy; in addition, the Agencies or Districts teams supported by the program.
• Serve as a primary liaison between IES leadership and CISO, representing agency interests while supporting statewide cybersecurity initiatives.
• Collaborate with CISO to drive continuous improvement and ensure compliance with statewide security policies, standards, and requirements.
• Perform additional duties as required.






Minimum Qualifications Minimum Qualifications
Non-competitive: Eight (8) years of information technology, cybersecurity, or information assurance experience*, including two years at the supervisory level.

The following degrees may substitute for the general experience as indicated:
• Associate’s degree and seven years of experience
• Associate’s degree including 15 semester credit hours in computer science and six years of experience
• Bachelor’s degree and six years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and five years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional 2 years of experience

Preferred Qualifications
• Ability to act with a great deal of independence in alignment with State and Federal Secure system policies.
• Strong communication skills both orally and in writing (i.e., Security Strategy and Plans, etc.) with various individuals including management, users, Federal and State Stakeholders, vendors, and other IT staff.
• Ability to communicate clearly with subordinate staff regarding work priorities and performance.
