Duties Description The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.

Under the direction of an Information Technology Architect 2, the Technology Analyst 2 (Human-Centered Design) will be responsible for designing and overseeing the implementation of business systems and tools, aiming to establish a safe and ergonomically comfortable work setting. The position will collaborate with business managers and IT professionals to understand business requirements and translate them into technical specifications, creating products and technologies that meet user needs for comfort, accessibility, and function. This position may directly supervise a team of Technology Analyst 1’s (Human-Centered Design).

Duties include, but are not limited to, the following:
• Work planning and oversight, technical problem solving and communication / collaboration with other teams within business functions.
• Support less-experienced team members in interface design, development, and implementation.
• Provide leadership for assigned organizational responsibilities, programs, and personnel, including team collaboration, work processes, infrastructure, and technical oversight.
• Assess departmental needs to determine optimum utilization for interfaces.
• Translate user research data into user flows, wireframes, mockups, and prototypes that lead to intuitive user experiences for system operators.
• Oversee and monitor ongoing data exchange and interface operations.
• Coordinate, test, and perform system and software upgrades to the interface engine(s).
• Assist with producing thought leadership resources such as whitepapers and presentations.
• Prepare, coordinate, and conduct both predictive and empirical workload analysis as well as usability assessments.
• Use one or more industry standard design and prototyping tool to create wireframes, visual designs, and interactive prototypes.
• Maintain skills current with industry trends and keep abreast of new developments in the field to best support and advise customers.
• Act as a team leader as needed and assist less experienced interface engineering staff.
• Provide support and interact with data exchange partners (internally and externally).
• Ensure requirements allocation and interface definition studies translate to customer requirements for hardware and software Human-Systems Integration (HIS) specification and could require functional analysis, timeline analysis, and detail trade studies.
• Translate business and user requirements and goals into design solutions, as well as present project execution plans and on-time deliverable targets.
• This position may perform the full range of supervisory duties.

Minimum Qualifications Six (6) years of information technology experience, two (2) years of which must be within the discipline of human centered design.

SUBSTITUTIONS:
• Associate’s degree with 15 semester credit hours in computer science or a related field substitutes for one year of general information technology experience.
• Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or a related field can substitute for one year of general information technology experience.
• Bachelor’s degree in any field including or supplemented by fifteen (15) semester credit hours in computer science or a related field substitutes for three years substitutes for three (3) years of general information technology experience.
• Bachelor’s degree in any field substitutes for two (2) years of general information technology experience.
• Master’s degree or higher in computer science or related field substitutes for one year of general information technology experience.

Preferred qualifications:
• Preference for candidates holding relevant Human-Centered Design certification from recognized institutions or software providers.
• Demonstrated experience with web page design, graphical user interface, and user centered design.
• Technical proficiency in Human-Centered Design tools.
• Fluency in a variety of programs, software, and systems such as CSS, HMI, JavaScript, and HTML.
• Fluent in statistics, machine learning, and scripting.
• Strong analytical skills to understand and translate business processes into technical requirements.
• Problem-solving abilities to identify, troubleshoot, and resolve hardware, software, or networking issues.
• Excellent communication skills to liaise effectively with both technical and non-technical staff, and to explain complex IT concepts in simple terms.
• Strong leadership and project management skills to oversee the implementation of new systems, ensuring they are completed in a timely manner and within budget.
• Attention to detail to monitor system performance and to identify any issues or opportunities for improvement.
• Knowledge of cyber security principles to ensure systems are secure and to protect sensitive data.
• Ability to work well in a team, collaborating with other IT professionals to create and edit mockups.
• Continual learning to keep up to date with the latest IT trends and technologies.

• Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
• Appointment to this position is not final until all agency approvals have been granted.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
