Duties Description As a member of the Operations Support, the incumbent will be involved in the development and support of critical DMV business systems used in DMV offices throughout New York State. Incumbents will be expected to work closely with other staff from within the unit and throughout DMV, as well as vendors on a variety of tasks and initiatives.
Duties include, but are not limited to:
• Assist with the coordination and support of vendor systems critical to DMV issuing office transactions including:
o Automated Knowledge Test System (AKTS)
o Online Knowledge Testing Application (OKTA)
o Customer Facing Devices (CFDs)
o Credit Card Payment Devices
o Office Queuing System
o Motor Vehicle Network (MVN)
o Image Capture Workstations (ICWs)
• Act as an Operation’s contact with ITS and vendors that support our systems
• Help provide Level 2 troubleshooting for vendor systems
• Serve as a subject matter expert (SMEs) on projects involving vendor systems
• Assist with drafting RFPs and evaluating bids for vendor systems
• Assist with testing of new vendor systems
• Assist with defect management of vendor systems
• Assist with account maintenance of vendor systems
• Help with configuration changes of vendor systems
• Assist with the development and maintenance of a knowledgebase and incident management system for field office support
• Provide status updates and recommendations to Operations Management and DMV Executives as needed
• Perform research and data reporting to support Operations initiatives including:
o Creating and maintaining reports regarding vendor systems
o Completing data analyses using various tools to extract data and format into usable reports
o Assisting in responding to data inquiries regarding field office operational data
o Other duties as needed
Minimum Qualifications To be eligible for the Senior Administrative Analyst, G-18 or Administrative Analyst Trainee 1/2, G-NS position you must meet one of the following conditions as detailed below:
List Appointment:
Eligible for appointment from the PCO or PATT eligible lists.
NY HELPS*:
For Senior Administrative Analyst, G-18: A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.
For Administrative Analyst Trainee 2, G-NS: A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.
(Substitution: A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.)
For Administrative Analyst Trainee 1, G-NS: A bachelor's or higher degree.
Advanced NY HELPS placement for this title may be possible with proof of professional experience relating to the title being posted and can be discussed at time of interview.
Transfer:
One year of permanent, contingent-permanent, or 55b/c service allocated to a G-11 or higher eligible for transfer under Section 52.6 or Section 70.1 of Civil Service Law, or currently serving in the title and eligible for reassignment.
Reinstatement:
If you previously served in this title or in a title otherwise transferable to this title, you may be considered for reinstatement pursuant to Civil Service Law, if it is in the best interest of the agency. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission. All reinstatements must serve a mandatory 52-week probation period.
55b/c Appointment:
This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must meet the minimum qualifications stated above and must submit their current 55b/c eligibility letter along with their application.
*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means NO EXAMINATION IS REQUIRED, but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, WITHOUT HAVING TO TAKE A CIVIL SERVICE TEST. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Additional Comments Hours of the position will be discussed at the time of interview, including questions regarding Flextime, AWS/Compressed work week and Telecommuting.
