Duties Description Reporting directly to the Chairperson of the Public Employment Relations Board, the Executive Director will supervise all fiscal, administrative and operational activities of the agency. The incumbent is responsible for coordinating the agency’s day-to-day operations and promoting consistent communication and collaboration throughout PERB. The Executive Director works closely with the Chairperson to develop effective strategic plans, maintain efficient operations, and ensure the agency's goals are achieved.
Duties include, but are not limited to:
• Oversee human resources activities including classification, recruitment, onboarding, training and labor relations activities.
• Oversee day-to-day operations of agency finance, budget, and procurement functions.
• Oversee agency operations including internal controls, office services, security, and information technology needs.
• Act as the agency’s public information officer, Reasonable Accommodation Coordinator, Diversity and Inclusion liaison, as well as Domestic Violence Agency Liaison.
• Ensure PERB staff are informed of and comply with statewide initiatives, directives and executive orders.
• Serve as a liaison with other State departments and control agencies on various operational and administrative matters.
• Gather data and submit a variety of reports to internal customers, control agencies and external stakeholders as required.
• Promote an atmosphere of inclusiveness and respect, professional motivation and continuous learning.
The incumbent will provide executive assistance to the Chairperson by coordinating the activities of the various program areas including PERB regional offices in Brooklyn and Buffalo. Although travel is not routine for this position, it may be necessary to travel to the Brooklyn and/or Buffalo regional office on occasion.
Minimum Qualifications Bachelor’s Degree and six years of substantial administrative experience in the public sector that includes budgeting, finance, management, public relations, and/or human resources responsibilities with at least three years of managerial experience.
Substitutions: Ten years of specialized experience will qualify, or an associate’s degree plus eight years of specialized experience. J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Additional Preferred Qualifications: Proficiency with NYS Human Resources systems and SFS; demonstrated knowledge of HR practices, procurement, budgeting, personnel administration, information technology portfolio management, and strategic planning. Familiarity with PERB, the NYS Public Employees’ Fair Employment Act (Taylor Law) and the New York State Employment Relations Act (SERA) is preferred.
