Duties Description The Special Assistant will serve as the Lead Agency IT Coordinator, Chief Data Officer, with the NYS Division of Human Rights. Duties of this position include, but are not limited to, the following:

• Oversee the Data & Analytics Team, Leveraging Data to Drive Business Value and Improve Stakeholder Decision-Making as well as Public Knowledge;
• Coordinate Division Resources, Communicate Business Cases to ITS, and Guide the Definition of Business Requirements for IT Needs and Initiatives.
• Document Current and To-Be Business Processes to Inform Business Requirements for New and Upgraded Technologies and Aid in Streamlining Internal Division Business Processes.
• Memorialize Aforementioned Business Processes and Cultivate Compliance and Communication Efforts in Coordination with Relevant Units.
• Manage the Portfolio of Open Projects with ITS, Facilitating their Prioritization and Timely Completion.
• Manage Relationship with ITS, Including the Deputy Commissioner for Technology (and their Designees) Acting on Behalf of Executive Leadership to Represent Priorities and Strategy of the Division.
• Serve as a Key Driver of Agency Intranet Creation to Assist Business Units in Communication and Information-Sharing Efforts.
• Facilitate Division, ITS and Vendor Compliance with the Division’s Business Requirements for New and Updated Technologies.
• Prioritize and Filter Incident and Request Escalations from the Division.
• Coordinate Division Business Testers When Necessary for New and Updated Technologies, IT Maintenance and Severity 1 and 2 Incident Resolution.
• Coordinate IT Initiatives with Division Resources such as Equipment Refresh, Onboarding and Offboarding Processes, and Operating System Upgrades.
• Facilitate Communication with the Division on IT Initiatives, Processes, Maintenance Notifications and Incident Response.
• Determine Division Needs for ITS Site Consultations, such as Site Moves and Network Upgrades.
• Facilitate Division Financial Approval of IT Expenses When Necessary
• Represent Division Needs in the IT Change Management Process.
• Participate in Project Governance, Including Assisting with Project Intake and Prioritization, and Ensuring Completion of Business Cases, Demands, IT Investment Requests (ITIRs).
• Collaborate with ITS to Validate Potential IT Solutions, Resolve Problems or Fulfill Business Needs.

Minimum Qualifications Bachelor's degree and five (5) years of experience.

*Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Preferred Qualifications: Five (5) years of experience in data management, information services, information technology, project management, or business systems analysis. Three (3) years of this experience is preferred to be in a managerial role.
