Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Deputy Commissioner for Technology, SG-NS, the Project Assistant, SG-NS, within the Office of Information Technology Services, Worker’s Compensation Board section (WCB), the incumbent will support WCB’s current modernization program, consisting of five projects - API Pilot, Onboard Expansion - CIS/eCase Modernization, Cyber Remediation – IC2 Stabilization, Onboard Access Administration, and the Expansion of Agreement to Compensate Code to support Section 21a changes projects. The incumbent will have oversight of five solutions delivery teams, business intelligence and data science – a staff comprised of 25 state employees and more than 50 consultants and will be responsible for the delivery of those services to WCB.
Specific duties will include, but are not limited to the following:
• Risk Management: Identify and mitigate risks specific to large ITS and WCB projects, such as political changes, funding cuts, and evolving regulatory requirements.
• Strategic Alignment with ITS and WCB Objectives: Develop and execute a solutions delivery strategy that aligns with the specific mission, goals, and priorities of ITS and WCB. This requires a deep understanding of the agency's strategic plan and how delivery solutions contribute to its success.
• Stakeholder Management: Build and maintain strong relationships with key ITS and WCB stakeholders, including agency executives, program managers, contracting officers, and other relevant officials.
• Compliance and Regulatory Expertise: Ensure all solutions delivery activities comply with ITS policies, and standards (e.g., security requirements, accessibility standards, procurement regulations).
• Team Leadership: Lead diverse teams that may include ITS and WCB employees, contractors, and consultants.
• Budget Management: Develop and manage budgets that are often subject to strict ITS and WCB oversight and reporting requirements. Understanding ITS and WCB funding cycles and procurement processes is essential.
• Quality Assurance: Implement rigorous quality assurance processes to ensure that solutions meet ITS and WCB standards for performance, security, accessibility and reliability.
• Technical Understanding: Possess a strong understanding of the technologies and platforms commonly used in ITS and WCB environments.
• Solution Architecture: Contribute to the design and architecture of solutions that are scalable, secure, and interoperable with existing ITS and WCB systems.
• Data Management and Security: Ensure that solutions adhere to ITS and WCB data management and security policies.
• Communication: Communicate effectively with all stakeholders, including ITS and WCB officials, providing regular updates on project status and progress.
• Perform the full range of supervisory duties, as applicable.
Minimum Qualifications Minimum Qualifications:
Nine years of experience within web-based software engineering/development, including two years of supervisory experience or one year of managerial experience.
The following degrees may substitute for the general experience as indicated:
• Associate’s degree and seven years of experience
• Associate’s degree including 15 semester credit hours in computer science and six years of experience
• Bachelor’s degree and six years of experience
• Bachelor’s degree including 15 semester credit hours in computer science and five years of experience
• Master’s degree in computer science or related field substitutes for an additional year of experience
• Doctorate in computer science or related field substitutes for an additional year of experience
