Duties Description Reporting to a Human Resources Specialist 2, SG-23, the selected Human Resources Specialist 1/Trainee 1/2, will assist the Human Resources Specialist 2 with position classification, exam planning, and staffing. The Human Resources Specialist 1/Trainee 1/2 job duties include but are not limited to:
- Working with program managers on staffing needs; assisting in the identification of special recruitment needs (e.g., hard to fill and specialized titles); canvassing lists and coding list certifications; preparing and/or reviewing jobs for accuracy and completeness; verifying the qualifications of nominees submitted for appointment; and preparing appointment packages for review.
- Developing requests for new positions, reclassifications, minimum qualification changes, earmark releases, increased minimum hiring rates, geographic differentials, and other related classification and compensation tasks.
- Participating in exam planning for examinations, including coordinating Parks participation in exam planning and serving as liaison between program areas and NYS Department of Civil Service.
- Advising program managers, supervisors, and individual employees in a timely manner on applicable laws, rules, directives or negotiated agreements which affect the appointment, promotion, termination, or salary of employees.
- Creating reports and providing data analysis as requested by management and executive staff.
- Participating in a wide variety of human resources management related special projects.
- Other duties as appropriate
The incumbent selected for this position must possess excellent communication skills. They will be required to establish and maintain working relationships with professional, paraprofessional, and support staff.
If you are appointed as a Human Resources Specialist Trainee 1, Grade 14, or Human Resources Specialist Trainee 2, Grade 16, you would participate in a traineeship. At the successful conclusion of your traineeship, you would advance without further examination to Human Resources Specialist 1, Grade 18.

NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55-b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Human Resources Specialist Trainee 1, Non-Statutory (NS) Equated (EQ) to Salary Grade (SG) 14:
Four years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitution:
An associate degree** may substitute for two years of experience; a bachelor’s** degree may substitute for four years of experience.
If chosen, you may, at the agency's discretion, be appointed to a higher level. To be considered for advanced placement to the higher level, you must inform the agency of any additional qualifications in your application and at your interview.
The advanced placement qualifications are:
Human Resources Specialist Trainee 2, NS (Equated Grade 16):
Five years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitution:
An associate degree** may substitute for two years of experience; a bachelor’s** degree may substitute for four years of experience; a master’s degree may substitute for five years of experience.
Human Resources Specialist 1, Grade 18:
Six years of experience performing and supervising the performance of various human resources activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety, employee counseling, and employee recognition.
Substitution:
An associate degree** may substitute for two years of experience; a bachelor’s degree** may substitute for four years of experience; a master’s degree** may substitute for five years of experience; and a doctorate** may substitute for six years of experience.

Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service as an Administrative Assistant 1, Business Services Center Representative 1, or Transportation Office Assistant 2 or in a Grade 12 or higher and have a current Civil Service 55-b/c letter of eligibility. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Human Resources Specialist 1/Trainee 1/2. If you have less than one year of service, you must be reachable on the current eligible list for this location.
70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as an Administrative Assistant 1, Business Services Center Representative 1, or Transportation Office Assistant 2 or in a Grade 12 or higher. Depending on each applicant's experience and/or current salary if employed by New York State already, the appointment may be made to the Human Resources Specialist Trainee 1, Human Resources Specialist Trainee 2, or the Human Resources Specialist 1 titles. Included below is a breakdown of the salary at each level of the traineeship.
Approved Salary Ranges:
Human Resources Specialist Trainee 1, SG-14 - $56,655 - $70,869
Human Resources Specialist Trainee 2, SG-16 -$63,180-$78,680
Human Resources Specialist 1, SG-18 - $67,119- $83,286

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective June 12, 2025 or later will be addressed with a subsequent cover-in.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
