Duties Description The Office of Financial Management, Division of State Operations Financial Management, Bureau of State Budget Services is recruiting to fill a Senior Budgeting Analyst/Budgeting Analyst Trainee, position. The incumbent of this position will serve as the OMH Credit Card point of contact and agency liaison for the Office of Mental Health. The incumbent will provide essential support for the daily functioning for OMH facilities and Central Office divisions through the oversight and maintenance of the Office of Mental Health Credit Card Administration, Policy, and Procedure.
The incumbent will perform duties that include, but are not limited to the following:
Assigning and administering OMH credit cards (Procurement, Travel, and NET) using JP Morgan Chase (JPMC) PaymentNet system.
Creating and maintaining employee credit card data via JPMC PaymentNet and the Statewide Financial System (SFS).
Running unreconciled statement reports and notify cardholders of timely reconciliation requirements; troubleshoot credit card reconciliation issues.
Understanding and auditing for Agency compliance with state credit card policies and procedures.
Maintaining and innovating established credit card policy and procedures, analyzing data for potential issues, and identifying and bringing errors/issues to management’s attention, and/or resolving such irregularities to ensure continued functioning for all OMH cardholders.
Serving as the primary contact for Credit Card Policy and Procedure for OMH Facilities and Central Office divisions, assisting with all inquiries and providing trainings as needed. Serving as the primary agency liaison to the Office of General Services (OGS) Business Services Center (BSC) and JP Morgan Chase (JPMC) for credit card administration.
Coordinating with other Agency Administrators to maintain credit card information and support troubleshooting.
Providing training and technical assistance to OMH Facility and Central Office staff.
Managing and maintaining the Credit Card Administration shared mailbox and SharePoint portal page.
Serving on the SFS Agency Security Administrator team. Providing support with assigning SFS user roles, password resets, responding to inquiries, and assisting with providing trainings as needed.
Serving as a contact for OMH travel policy and procedures to OMH facilities and Central Office divisions. Providing support, training, and technical assistance to OMH travelers, proxies, and approvers.
Creating, reviewing, and testing various Administrative Support Procedures and internal controls projects relating to various OMH fiscal functions.
Serving as an agency liaison to facility staff, Central Office program staff, and control agency staff such as the Division of Budget (DOB), Office of the State Comptroller (OSC), and the Office of General Services (OGS) Business Services Center (BSC).
Minimum Qualifications NY HELPS Qualifications:
Budgeting Analyst Trainee 1: Four years of experience in budget estimation, justification, and expenditure control functions.
Budgeting Analyst Trainee 2: Five years of experience in budget estimation, justification, and expenditure control functions.
Senior Budgeting Analyst: Six years of experience in budget estimation, justification, and expenditure control functions.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Transfer:
Candidates must have permanent status as a Senior Budgeting Analyst and be eligible for lateral transfer; OR be eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in a qualifying title within two salary grades.

The starting salary for this position will vary based on the selected candidate’s education and/or experience. Candidates appointed at a trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary:
$53,764 (Budgeting Analyst Trainee 1)
$59,994 (Budgeting Analyst Trainee 2)
$66,951 (Senior Budgeting Analyst, full performance level)
For current New York State employees, the starting salary is based on the candidate’s salary at the time of hire.
