Duties Description This Office Assistant 2 (SG-9) in the Community Budget and Financial Management (CBFM) Group will perform mission critical, revenue generating and health and safety activities. This position is assigned to the Contract and Claims Unit as the clerk responsible to ensure timely review and processing of payments.
Specifically, the duties of the position include (but are not limited to):
--All tasks related to paying more than 450 direct contracts and 58 county state aid letters which consist of approximately 600+ contracts ensuring statutory and regulatory requirements, as well as OMH policies are adhered to.
--Running various reports for status of payments.
--Tracking the status of payments for errors, outreach for additional information and completion by maintaining a status log.
--Reviewing payment documents for completeness and accuracy to ensure consistency with all
applicable NYS requirements.
--Maintaining complete files for payment documents in accordance with OMH's record retention policy.
--Processing mailings on a regular and as needed basis.
--Assist direct contract providers and counties with correcting invalid claims.
--Prepare letters and/or communication via email to field office staff, contractors, county staff, or other groups as necessary.
--Maintain and update the payments procedure manual as required.
--Assist Supervisor, Division and Unit director with work assignments and projects outside of regular daily workload including writing, attending meetings, research, event planning and all other requested assignments.
Minimum Qualifications Non-Competitive HELPS Opportunity: One year of clerical experience.
Transfer Opportunity: Candidates must have permanent status as an Office Assistant 2, Calculations, Grade 9, and be eligible for lateral transfer, OR be eligible for transfer via 70.1 of the Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
