Duties Description Under the supervision of the Park Manager 2, SG-21, the incumbent will supervise lower-level permanent and seasonal staff to ensure timely completion of assignments by subordinate staff and in their absence, perform tasks as required to ensure continued function of work unit, special projects, and special event coordination.
Duties include, but are not limited to:
• Serve as third in command for the operational needs of the park, responsible for the day-to-day supervision of assigned staff.
• Schedule, assign, and monitor work to ensure tasks are completed efficiently, safely, and in accordance with established priorities and standards.
• Provide clear direction and guidance to staff to maintain effective park operations.
• Train, supervise, and evaluate seasonal and permanent employees to ensure quality performance and adherence to safety regulations.
• Assist staff in performing tasks and resolving work-related issues as needed.
• Plan, direct, develop, and implement small-scale maintenance projects and preventative maintenance programs.
• Inspect and monitor work to ensure completion within established timeframes and in compliance with applicable codes, regulations, and safety standards.
• Operate and maintain equipment such as chainsaws, mowers, tractors, and trucks; perform tree and brush removal to eliminate hazards or obstructions within park grounds.
• Instruct staff in proper work techniques, equipment use, and compliance with safety standards, including Occupational Safety and Health Administration (OSHA) requirements.
• Review and assess maintenance requests, determine necessary materials, equipment, and labor, conduct site inspections and prioritize and justify projects.
• Manage seasonal startup and shutdown of outdoor swimming pool including water chemistry management, equipment maintenance and troubleshooting as well as cleaning, sanitation and record keeping management of swim facility operations.
• Collaborate with supervisory staff (first and second-in-command) to investigate and respond to patron complaints.
• Perform administrative duties, including preparing documentation and requisitions for materials, tools, and supplies in accordance with purchasing guidelines.
Minimum Qualifications NY HELPS QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;
Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.
*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ELIGIBLE LIST QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.
REASSIGNMENT QUALIFICATIONS:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.
52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The minimum qualifications for the NCP appointment are: One year of permanent competitive or 55b/55c service as a Park Supervisor 1.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
Additional Comments OPERATING NEEDS:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must have a working knowledge of Microsoft Outlook, Word, and Excel.
• Must be able to work a variable schedule which includes weekends and holidays.
• Must be able to lift, bend, climb, and stand for extended periods.
• Must have the ability to operate a chainsaw and must complete OPRHP sawyer training or equivalent within the probationary period and maintain it as a term and condition of employment. This training will be provided by OPRHP.
• Must complete Certified Pool Operator Certification (CPO) and Class B Water Operator Certification within the probationary period as a term and condition of employment.
