Duties Description The New York State Education Department’s (NYSED) Office of Information Reporting Services (IRS) is seeking candidates for the position of Data Analyst 3. Reporting to the Assistant Data Directors within IRS, the incumbents of these positions will work on leading the data collection, reporting, and analytical projects in multiple systems and program areas. Duties of this position include, but are not limited to, the following:

• Develop deep institutional knowledge and serve as subject matter and data expert in assigned program areas.
• Collaborate with program areas and unit leadership on complex projects to understand all aspects of data analytical needs to ensure requirements are met.
• Collaborate with program areas to develop agency strategy for analytic solutions, including other units in IRS and Department IT for developing, testing, and implementing changes of new or enhanced applications and reports; identify anomalies, trends, inconsistencies, and make recommendations to improve processes, workflow, operations, and assessment of data structures.
• Identify areas of improvements to current or planned systems and processes with the data warehouse team to ensure proper data mapping, design, implementation, and training of data management strategies and quality control procedures.
• Understand agency priorities in assigned program areas; draft and review informational documents and reports on analytics solutions including translating research/policy questions into technical requirements, documentation of data sources, templates, tables, files, related databases, and systems integration.
• Conduct analysis of complex data, develop data products (e.g., tables, dashboards, reports, and presentations), and provide interpretation of data for key stakeholders and leadership to address research/policy questions.
• Provide technical support to and address help desk tickets submitted by data reporting partners throughout the state, including Regional Information Centers (RICs) and Local Education Agencies (LEAs).
• Serves as data expert in research collaboratives.
• Participate in and advise on technical infrastructure development and modernization projects.
• Supervise lower-level staff and help grow analytical capacity; and
• Perform other duties and special projects as required.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Non-Competitive Appointment: Candidates must have nine years of experience in data visualization, and statistical models and data mining tools.

Substitution: An associate’s degree may substitute for two years of general experience; a bachelor’s degree may substitute for four years of general experience; a master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; a Ph.D. in these fields may substitute for two years of general experience.

Preference may be given to candidates who have:
• Qualifying experience is preferred when performed in a school, school district, BOCES, education oversight agency, educational institution, education research institution, or other related research institution.
• Proficiency in data analytics using various software / languages (e.g., SAS, SPSS, R, Python, SQL, PL/SQL).
• Ability to understand, collect, and develop business requirements / use cases and translate them into technical specifications.
• Demonstrated success working with complex, multi-level relational databases and experiences with data mart development and data warehouse ETL process.

Additional Comments CONDITIONS OF EMPLOYMENT:

This position will be a temporary appointment pending Civil Service Commission approval of the Non-Competitive Jurisdictional Class. At such time, this appointment will become Permanent, Non-Competitive. Promotions may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $131,665 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
