Duties Description The Office of Mental Health (OMH) is recruiting to fill an Assisted Outpatient Treatment (AOT) Compliance Specialist 2, Grade 25, non-competitive policy influencing position in the Long Island Field Office (LIFO). Under the general direction of the Director of the Long Island Field Office, the AOT Compliance Specialist 2 will oversee Kendra’s Law within the 2 county Long Island New York region. The incumbent will work independently reviewing each proposed treatment plan suitable for the individual for whom services are being recommended; investigating to see that all court-ordered services are being provided in a timely manner; and determining whether a county meets its statutory obligations under Kendra’s Law. Specific duties to be performed may include, but are not limited to, the following:

Provide oversight and monitoring of the Assisted Outpatient Treatment Programs in their geographic area as well as technical assistance and customer relations to the Local Governmental Units (LGU’s) and providers, utilizing clinical knowledge and skills.

Plan and conduct meetings of County Mental Health Directors, patient advocacy groups, family members and the general public to discuss procedures.

Monitor specialized individual treatment plans developed by County Mental Health programs.

Evaluate performance of each County, in relationship to cases referred, to determine if referrals were appropriate, if proper case management was assigned and carried out, if individual received appropriate therapy, if supervised living arrangements were provided, and if the individual was provided with education and vocational services.

Coordinate and conduct service verifications of programs court ordered to provide treatment and support to AOT recipients.

Serve as the primary customer relations contact for AOT related matters and function as lead for all questions related to Kendra’s Law and AOT.

Field all technical assistance for complaint calls to programs licensed by OMH and manage all AOT related concerns (Everest complaints). Participate in monitoring visits of OMH licensed programs based on complaints, incidents, etc.

Provide education to recipients, families, providers, and legal entities regarding Kendra’s Law and the purpose of AOT services for high-risk/high-need individuals.

Assist with data entry and data review including but not limited to AOT legal documents and statistical reports provided by Local Governmental Units (LGU’s) and providers. Identify key trends and issues specific to program, county and/or region.

Compile historical background information to inform the review of significant events.

Interface with licensing unit for monitoring and oversight of programs that serve individuals with an AOT designation and prepare final recommendations and written reports post review and specifically for service verifications of programs.

Participate in the review of Prior Approval Review applications in collaboration with the County Mental Health Directors of Community Services (DCS) and other OMH staff, as assigned.

Maintain knowledge and familiarity of New York Codes, Rules and Regulations and Mental Hygiene Law, and interpret OMH policy as it applies to specific situations involving State and local providers who implement AOT in their communities.

Receive, review, and forward quarterly reports on implementation from local and County Directors.

Receive and process information regarding the distribution of grant monies available to counties for medication, review grants for each County, and prepare information for County Director’s use in utilizing grant monies.

Review County level complaints and grievances to determine validity.

Supervise team that assist with AOT duties and responsibilities within assigned region.

Ensure timely provision of services and the utilization of existing services in the assisted outpatient’s community through the designation of a care coordinator (either case manager or ACT Team) for each assisted outpatient.


Review/report all concerns involving county implemented AOT Program to the AOT Program Coordinator for inclusion in a report to the OMH Commissioner and the court that issued the order.



Minimum Qualifications Non-Competitive:
Candidates must hold a bachelor’s degree in a health or human services field* and four years of professional clinical experience in a mental health setting, two years of which must have included substantial engagement in one or more of the following: mental health program administration, management, or supervision; or planning, development, or coordination of forensic, community-based, or high-risk/need mental health services. One year of this experience must have been at a supervisory level.

Substitution: a master’s degree in a health or human services field* may substitute for one year of professional clinical experience.

* Examples of Human Service degrees include the following: Community Mental Health, Counseling, Education, Nursing, Occupational Therapy, Physical Therapy, Recreation Therapy, Rehabilitation, Psychology, Social Work, and Sociology; or a degree specifically labeled Human Services.
