Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of a Deputy Technical Director, the Application Development Lead will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will be responsible for leading the development, operations and delivery of rules engine-based solutions. The Rules Engine solutions will be used by various critical IES Programs, such as Fair Hearings, Eligibility, Financial Management and Child Support. The incumbent will assist in the strategy, direction, and execution of all phases of the Software Development Life Cycle, specializing in the design, implementation, and maintenance of complex business rules. This role will work with App Leads, DevOps, and Architects, and other teams or staff across ITS, and will participate in performance testing, designs, industry standards, state standards, federal standards and ensure that the IES applications are integrated efficiently with state and local systems.
Duties Include, but are not limited to, the following:
• Ensure the execution of the products under development align to the strategy and executing to critical milestones.
• Ensure the product development is being executed while taking a hands-on approach and active role in all stages of the application development life cycle including cloud hosted architecture with a focus on rules engine implementation and optimization.
• Liaise with project managers, technical architects, system admins, release managers, and vendors for application requirements validation, development, testing, release, and deployment, with a special emphasis on rules harvesting and formalization.
• Plan, prioritize, and execute activities related to resolving defects or technical issues, especially those related to rules engine performance and accuracy.
• Manage and execute quality assurance process around code development that includes code reviews, unit testing, and adherence to approved design & standards, with a focus on rules validation and conflict resolution.
• Identify and escalate technical risks and issues appropriately, particularly those concerning rules engine scalability and maintainability.
• Perform a full range of supervisory duties.

Minimum Qualifications Minimum Qualifications:

Seven (7) years of experience in application development using various development technologies and frameworks with one (1) year supervisory experience and at least one (1) year of major project experience utilizing an enterprise grade Rules Engine (e.g., inRule, Sparkling Logic, IBM ODM, Pega).
The following degrees may substitute for the general experience as indicated:
• Associate’s degree and six years of experience.
• Bachelor’s degree and five years of experience.
• Master’s degree in computer science or related field substitutes for an additional year of experience.
• Doctorate in computer science or related field substitutes for an additional year of experience

Preferred Skills:
• Experience working with the integration of disparate system interfaces.
• Experience in working in projects adopting agile methodology, DevSecOps, continuous integration & continuous deployment (CI/CD).
• 6yExperience in working in projects with NYS or NYC government.
• Experience in working in projects with mission critical financial systems.
• Excellent written and verbal communication skills.
