Duties Description This position requires fieldwork and travel; supervision and training of lower-level staff, including Health Care Surveyors 1 and 2 (Nursing); participation in a range of surveillance activities, including but not limited to conducting complaint/incident investigations and on-site surveys of hospitals, ESRDs and other health care facilities to determine compliance with Federal and State rules and regulations; serves as part of a surveillance team, and may be responsible for the facilitation of surveillance team operations including:
• Preparing offsite surveillance activities for the rest of the surveillance team prior to onsite entrance. This includes researching historical information about the facility, such as past survey trends, complaint allegations, facility reported incidents and assigns responsibilities for each of the survey team members.
• Leads the entrance and exit conferences with the facility
• Facilitates any high-level concerns with team members.
• Organizes and reviews alleged areas of non-compliance once the survey is completed.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent competitive service as a Health Care Surveyor 3 (Nursing), SG22 OR a NYS employee with one year of permanent or contingent-permanent competitive service at a SG20 position and eligible to transfer under Section 70.1 of the NYS Civil Service Law and able to meet the non-competitive requirements below.
Non-Competitive Candidates via NY HELPS: Possession of a license and current registration as a registered professional nurse in New York State; and three years* of post-licensures, specialized professional administrative or professional clinical experience.
*Substitution: A bachelor's degree in nursing can substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing can substitute for two years of post-licensure clinical nursing experience.
Preferred Qualifications: Professional clinical experience in a healthcare setting preferably in hospitals, ESRDs and other acute care settings, interpersonal, communication and writing skills; review and assess/evaluate documentation related to health care facility investigations, statements of deficiencies and plans of correction; experience in surveillance and enforcement; the ability to make determinations relative to facility compliance; and experienced in a team environment; and electronic medical record database experience.
Additional Comments Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 22 ($93,178 - $104,230) and an additional Geographic Pay Differential of $35,000 and Downstate Adjustment of $4,000.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
