Minimum Qualifications Bachelor’s Degree preferred, from an accredited college or university; Excellent ability to communicate well verbally, and in writing, through composing memos, letters, and reports that are based on well-founded mechanics and appropriate content; At least two years of experience in the health insurance field or at least two years experience in a position that will complement the duties described above (labor relations, accounting, and health care provider for example) and an interest in health benefits; Proficient in Word, Excel and Power Point (or other presentation software); A satisfactory equivalent combination of appropriate experience and education as determined by the Governor’s Office of Employee Relations.
Duties Description Under the supervision of a member of the Employee Benefits Management Unit (EBMU) staff, the incumbent of this position will represent the Governor’s Office of Employee Relations (GOER) on the various Joint Labor-Management Committees on Health Benefits; develop strategy for health benefit negotiations with each of the employee unions; develop, implement, and oversee benefit programs on behalf of non-represented State employees; represent GOER at various health benefit related meetings and symposiums; analyze the impact of proposed health care legislation; and research emerging developments in health care. Duties include but are not limited to: Develop a working relationship with the members of each union joint committee as well as with staff from the Department of Civil Service Employee Benefit Division (DCS) and the Division of the Budget (DOB); Develop an understanding of the New York State Health Insurance Program (NYSHIP) and the vendors that are responsible for insuring and administering the various components; Organize and attend Joint Committee meetings. Organizational responsibilities include work with the union representatives to schedule meetings, cooperate with the union to develop a meeting agenda, contact staff from the DCS and DOB, and invite the appropriate vendor representatives to address agenda items. The incumbent must understand the issues put forth by the union and act as facilitator to make sure the union’s questions are answered, and record and follow-up on all requests and clarifications that come up during the course of the meeting;
Collaborate with benefit administrators in the ongoing management of benefit programs, including the implementation of program enhancements, monitoring of administration activities, intercede in complex claims adjudication, and ensure adherence to Federal and State Laws, Rules, and Regulations; Develop strategies for collective bargaining that reflect the needs of all payors and the needs of employees enrolled in NYSHIP, and research and write a justification for each proposal; Participate in joint labor-management projects such as the annual HMO review process and the annual rate renewal briefing.
