Duties Description Standard Duties:
The Business Systems Analyst 2 (BSA 2) works in the Office of Technology & Innovation (T&I) as part of our Salesforce CRM team. This position will provide supervisory oversight to BSA 1 staff, lead requirement analysis, and leads enhancement and project development within Salesforce.
• Translate requirements into system documentation and test criteria.
• Conduct gap analysis, workflow reviews, impact assessments, and feasibility evaluations for CRM projects.
• Facilitate meetings and workshops with stakeholders across program areas.
• Perform and coordinate system and user acceptance testing.
• Review BSA 1 work products and provide mentoring and guidance.
• Take a lead role in the configuration of Salesforce objects, page layouts, flows, permissions, reports, and dashboards.
• Create applications within Salesforce.
• Document system changes, impacts, and dependencies across Salesforce components.
• Conduct functional troubleshooting and recommend solutions.
• Ensure compliance with agency standards for security, accessibility, and usability.
• Act as a functional lead on small to medium projects.
• Prioritize assignments and guide BSA 1 work efforts.
• Provide Level 2 support for Salesforce issues.
• Prepare documentation such as test scripts, training materials, release notes, and process guides.
• Communicate risks, timelines, and system impacts to project managers and program leadership.

Ability to initiate and maintain relationships across a diverse set of stakeholders.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
Seven years of business analysis experience including:
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs;
• Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process,
• OR; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle;
• Validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals;
• OR verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
*Business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.

Competitive Minimum Qualifications:

55 B/C Qualifications:
This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.
Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Business Systems Analyst 2; if you have less than one year, you must be reachable on the current Business Systems Analyst 2 eligible list for this location, if one exists.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 21 or higher determined to be administrative by Civil Service.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 21 or higher determined to be similar by Civil Service.

Preferred Qualifications:
1–2 years of hands-on Salesforce configuration experience.
Understanding of Salesforce data models, automation behavior, security roles, and integration concepts.
Basic SQL/SOQL experience.
Experience supervising or mentoring junior analysts.
Experience in Agile/Scrum environments.
Experience with version control systems.
Experience supporting data mapping or data migration activities.
Ability to initiate and maintain relationships across a diverse set of stakeholders.
Additional Comments Candidates with no previous state service will begin at the starting rate of the salary range listed above.
