Duties Description Work may include one or more of the following:
• Provide professional Landscape Architecture services and deliverables related to review, planning, analysis, design, construction, management, restoration, and rehabilitation of land and landscapes associated with transportation facilities, buildings and institutions, parks, historic sites, recreation areas and other outdoor developed areas.
• Manage the preparation of project estimates and proposals to secure project funding.
• Mentor staff and provide support for the capital program and special projects
• Provide technical assistance and advice to regional staff on environmental issues, aesthetics and context sensitive design.
• Coordinate environmental analysis, permit applications, interactions with numerous public and private entities and consultants.
• Supervise Historic and Cultural analysis of Indefinite Design / Indefinite Quantity projects.
• Review the preparation of presentations and educational materials and visual assessment reports for various projects and ensure compliance with current ADA, bicycle and pedestrian circulation standards.
• Review project plans, specifications, estimates and correspondence. Take part in management of invasive species and conservation efforts for pollinators and Monarch butterflies. Organize construction material review, plant inspection and tree analysis during construction.
• Allocate resources to prepare renderings, map analyses, technical media and presentation materials for design development and delivery, and for use in training, public meetings and hearings utilizing current software tools.
• Prepare annual work plans and asset tracking.
• Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:
Promotional:
You must have a New York State Professional Landscape Architect’s License with current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service in a title allocated to a Grade 18 or higher.
Open-Competitive:
You must have a New York State Professional Landscape Architect’s License with current registration.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Additional Comments Applicants must be currently authorized to work in the United States on a full-time basis.
*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The starting salary for this position is $116,534. This amount is comprised of an increased hiring salary of $103,034 with an additional geographic pay differential up to $13,500, specific to this title and location.
The maximum compensation for this position is $128,752. This amount is comprised of the standard job rate of $115,252 with an additional geographic pay differential of $13,500, specific to this title and location.
In addition, a Mid-Hudson Adjustment of $2,000 or a Downstate Adjustment of $4,000 may also apply depending on the location of the position.
