Duties Description Under the supervision of an Auditor 2, the Auditor Trainee / Auditor 1 will perform audits and evaluations and related contract audit services for NYSDOT. Specific duties include but are not limited to:

• Perform pre-award evaluations of engineering firms’ indirect cost (overhead) rates in compliance with FAR Cost Principles;

• Conduct close-out audits of contracts with engineering consultant firms, railroads, utility companies, and others, to determine if billed costs and fees are allowable;

• Prepare narrative reports of audit findings and recommendations;

• Ensure that sub-recipients of Federal funds have filed Federal and New York State Single Audits as required and have taken appropriate corrective actions on any reported audit findings;

• Assist in the review of Personal Net Worth of business owners who have applied to NYSDOT for certification as a Disadvantaged Business Enterprise (DBE);

• Occasional travel will be required.


Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*


To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Auditor Trainee 1: A bachelor's degree in accounting, auditing, or taxation OR a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.

Auditor Trainee 2: A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
OR 2. A master's or higher degree in accounting, auditing, or taxation.

Auditor 1: 1. A bachelor's degree in accounting, auditing, or taxation; or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.

OR 2. A master's or higher degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles;
OR 3. a currently valid Certified Public Accountant license and registration issued by New York State.

Note: Courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.


Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.

If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments Applicants must be currently authorized to work in the United States on a full-time basis.

*For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
