Duties Description Working under the supervision of the Medicaid Deputy Director, this position manages units within the Division of Program Development and Management that support pharmacy program functions. Specific duties include:
• Overseeing and managing multidisciplinary teams responsible for pharmacy program administration including the oversight of the Medicaid Drug Rebate Programs inclduing both federal and state programs, rebate negotiations, and management of any contractors that support or administer components of these programs.
• Overseeing DURB activities including the development and prioritization of agenda items, coordination of meeting logistics and ensuring compliance with applicable statute and Board bylaws.
• Evaluating programmatic processes and conducting financial analysis for budget and program initiatives and required for program oversight and management.
• Overseeing and coordinating the completion and submission of State, legislative, and federally mandated periodic reports, assessments, and analyses.
• Overseeing contractor performance and monitoring activities to ensure compliance with budgetary and contract requirements.
• Supervising health care professionals and support staff (state staff and contractors) including developing employment credentials and staffing proposals. Determining and overseeing staff assignments and reassignments; conducting reviews and monitoring and evaluating staff performance.
• Representing the Department at various meetings including Federal and State Governance, professional associations, and Departmental Boards and/or Committees, including formal and informal presentations.
Minimum Qualifications Provisional: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. To meet the qualifications for provisional appointment, candidates must be a current NYS Department of Health employees with one year of permanent competitive or 55-b/55-c service as a Pharmacy Supervisor (Health) AND possess a license and current registration to practice pharmacy in New York State.
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law.
Preferred Qualifications: Strong written and verbal communication skills
Comprehensive knowledge of the Medicaid pharmacy program including federal and state laws, rules, regulations and policies. Strong knowledge of Medicaid Drug Rebate Program, federal and state rebate programs, rebate negotiations, and financial analysis. Adept at computer applications including using databases, excel spreadsheets, writing reports and conducting research. Strong analytical skills and familiarity with large data sets. Additional Comments Posted salary range includes the statutory hiring rate of $118,425-$145,039 plus $11,000 Geographic Pay Differential
Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
