Duties Description Under the direction of the Park Manager 2, SG-21, the selected candidate’s duties will include, but not be limited to:
• Directly supervise, train, and evaluate seasonal and permanent staff, ensuring tasks are completed correctly, safely, and in a timely manner. This includes orienting new staff, conducting performance evaluations, discussing expectations, and initiating counseling measures as needed.
• Interview candidates and recommend hiring decisions to the supervisor.
• Develop and maintain weekly, monthly, and yearly work schedules, updating as necessary.
• Create and implement preventive maintenance programs and promptly assign emergency work.
• Perform tree removal operations, including felling and cutting using various equipment such as chainsaws and chippers.
• Operate vehicles and power equipment for park maintenance and repair, including trucks, bobcats, front-end loaders, and tractors.
• Monitor inventory and requisition materials, tools, equipment, and supplies as needed.
• Perform administrative duties to support facility operations and address patron and employee complaints by receiving, investigating, and responding to them.
• Adhere to the agency’s Code of Conduct policy and ensure compliance with all guidelines, policies, and procedures in daily tasks.
Minimum Qualifications NY HELPS QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. four years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;
Or 2. an associate's or higher level degree or 60 college semester credit hours AND two years as described in No. 1 above; one year of this experience must be at a supervisory level.
*For the purposes of this examination a park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ELIGIBLE LIST QUALIFICATIONS:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list.
REASSIGNMENT QUALIFICATIONS:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 2 to be eligible for reassignment.
52.7 NON-COMPETITIVE PROMOTION (NCP) QUALIFICATIONS:
It is the intention of the Office of Parks, Recreation and Historic Preservation (OPRHP) to fill a permanent competitive position of Park Supervisor 2 located in Bear Mountain State Park located at 3006 Seven Lakes Drive, Bear Mountain, NY 10911.
The promotion minimum qualification for appointment are: One year of permanent competitive, non-competitive NY HELPS*, or 55b/c service as a Park Supervisor 1, SG-11. The established promotion field is limited to those serving in the direct line title only.
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made via non-competitive promotion (NCP), pursuant to Section 52.7 of New York State Civil Service Law.
Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed the last two holdings of the Park Supervisor 2 promotion exam.
It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
Additional Comments OPERATIONAL NEEDS:
• Must be willing to work holiday, weekend, and evening shifts as required.
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must possess a valid Certified Pool & Spa Operator (CPO) certification OR successfully complete the Pool Operator Training Session (POTS) offered by OPRHP within the probationary period as a term and condition of employment.
• Must have the ability to operate a chainsaw and must complete OPRHP sawyer training or equivalent within the probationary period and maintain it as a term and condition of employment. This training will be provided by OPRHP.

The hiring rate listed combines the statutory hiring rate for CSEA Grade 14 ($56,506) with the Downstate Adjustment ($4,000). Similarly, the job rate posted is a combination of the statutory job rate ($68,630) and the Downstate Adjustment ($4,000).
